    JOB SUMMARY


    This position oversees and implements the daily operation of the City's Industrial Pretreatment Program (IPP) and Septage Receiving Station (SRS) and acts as a liaison for industrial customers, to provide professional customer service, to ensure compliance with industrial discharge, and to perform related work as required.

    The incumbent works within a broad policy and organizational guidelines and does independent planning of work to be performed.

    The incumbent collaborates closely with the Assistant WWTP Superintendent concerning operational matters at the treatment plant while reporting directly to the Wastewater Compliance Manager.


    ESSENTIAL JOB FUNCTIONS:

    • Implements and oversees the daily management of the City's Industrial Pretreatment Program;
    • Serves as the primary liaison between industrial customers and the City of Columbia;
    • Reviews state and federal pretreatment regulations and initiates actions to keep the City current with regard to compliance;
    • Provides applications for industrial discharge to prospective users and renewing industries;
    • Supervises IPP Inspectors, SRS Technicians and other appropriate staff;
    • Inspects industries to ensure conformity to discharge permits and ordinances and to determine changes in production that might cause change in discharge parameters, at least annually;
    • Maintains and updates IPP databases, reviews and prepare for approval by Wastewater Compliance Manager all Industrial Discharge Permits, and reviews surcharge billing data for accuracy prior to submitting to Wastewater Compliance Manager;
    • Prepares and maintains industrial user discharge permits;
    • Investigates and reports on industrial spills and discharges;
    • Performs sampling and analysis of industrial discharge. Notifies Wastewater Compliance Manager of action(s) required to correct deficiencies in sampling equipment and/or conditions detrimental to the collection of representative samples or to the safety of the person collecting the sample;
    • Provides written directives on proper sampling protocol;
    • Performs calibration and programming of field apparatus;
    • Keeps records of industrial visits, inspections and observations and prepares reports of activities;
    • Reports values obtained from monitoring industrial discharges to appropriate persons in the Department and the various industrial users;
    • Prepares Semiannual Industrial Pretreatment Discharge Report and other such reports as may be required by regulatory agencies;
    • Issues notices of violation for noncompliance with industrial user discharge permits and takes other actions specified in the City Ordinance and Enforcement Response Plan as appropriate;
    • Prepares and delivers monthly reports to categorical and significant industries;
    • Oversees the operation of the WETP septage receiving station;
    • Processes industrial and commercial surcharges as a revenue source;
    • Participates in annual budget preparation;
    • In the absence of the Wastewater Compliance Manager, may temporarily assume duties and responsibilities as assigned by management;
    • Performs other related duties as assigned.

    MINIMUM REQUIREMENTS TO PERFORM WORK:

    • Associate's degree in engineering technology or closely related field;
    • Four (4) years of relevant prior experience;
    • Valid South Carolina Class D Driver's License;
    • Level B Biological Wastewater Treatment Operator or Physical/Chemical Wastewater Treatment License.

    Knowledge, Skills and Abilities:

    • Knowledge of basic mathematics to calculate and process invoices;
    • Knowledge of personal computer equipment with skill in the use of Microsoft Office 2000 preferred, utilizing Outlook, word processing, spreadsheet, presentation and database software programs;
    • Ability to handle or use machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner;
    • Ability to perform professional-level work dealing with data, people, and technology that relates to administrative, technical, scientific, engineering, accounting, legal, or managerial skills; and
    • Ability to make decisions that govern activities. The decisions impact how the unit provides services and support to internal and external customers.

    PHYSICAL DEMANDS:


    The work is considered medium in nature and requires sufficient physical ability to work in an office setting operating office equipment exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

    The work requires the following physical abilities to perform the essential job functions:
    hearing, mental acuity, and visual acuity.
