    Our Structure and Bridge Division is seeking an Engineering Program Manager to join our team. VDOT's river and mountain tunnels convey hundreds of thousands of vehicles per day, and their management requires an engineer with technical and managerial skills. We are seeking a highly motivated individual who is interested in innovation and aspires to make Virginia's tunnel program among the nation's best.

    The selected candidate will be responsible for:

    Strategic Planning: Developing short and long-range statewide strategic plans to ensure VDOT's tunnel programs align with VDOT's vision, mission, and goals.

    Establish Priorities: Establishing objectives and priorities for the team in support of overall goals, communicate objectives and priorities to employees, and update objectives as needs change. Establishing priorities for the program's objectives to enhance achievement of division and VDOT goals. Modifying objectives to reflect changes.

    Program Area Management: Assigning and reviewing work of subordinate team members to facilitate office objectives. Adjusting work assignments and manpower as needed. Monitoring staff schedules to ensure adequate assistance is available during peak work hours. Guiding and following up on assignments and projects to ensure completion. Outlining and communicating purpose of assignments to team members. Ensuring that schedules and budgets are met. Ensuring that appropriate liaison and technical support is provided to PPTA an DB projects. Allocating work to team and ensuring that area personnel are meeting goals and expectations.

    Staffing and Management: Proactively managing human and fiscal resources by recognizing future needs and taking appropriate actions to address those needs. Organizing program area's assignments to best utilize available resources. Ensuring production schedules and budgets continuously reflect current information.

    Compliance: Providing oversight of the program area within the Division and Districts to ensure compliance with VDOT, state, and federal policies, practices, guidelines, and specifications. Reviewing central office and district plans for compliance with established practices and procedures. Providing review and make recommendations on new and innovative procedures, specifications, and products. Providing a written summary of findings and recommendations for division management.

    Program Evaluation: Evaluating program and institute changes and procedures as required. Providing technical guidance to field offices and monitor adherence to approve standards and practices through field coordination, visitation, and consultation. Ensuring quality control reviews are completed and recommendations for program performance and improvement are implemented.

    Technical Support: Serving as a technical expert in providing assistance in assigned areas of transportation engineering. Providing research to solve problems and questions. Providing instruction and guidance with policies and procedures. Preparing new VDOT guidelines or memos to address changes or modifications.

    Manage Technical Problem Resolution: Applying sound engineering practices and methods to satisfy customers, reduce complaints and resolve concerns. Providing leadership in technical areas of engineering. Proactively address issues that are identified within program area and raise appropriate issues to Division Management ensuring compliance with VDOT policies and procedures.

    Statewide Program Oversight: Serving as responsible charge engineer for designated program area. Developing and updating policies, procedures and guidelines for statewide implementation and administration. Communicating changes in policies and procedures to staff and ensure consistent application statewide.

    Teamwork: Coordinating the flow of information both orally and in writing to and from others that contributes to project development. Organizing and prioritizing work effectively, keeping multiple projects on schedule within section. Meeting expectations and requirements of internal and external customers. Establishing and maintaining effective relationships with customers.

    Data Management and Reporting: Ensuring that all required tunnel safety inspection data is collected and reported in accordance with federal requirements.

    Minimum Qualifications


    • Degree in Civil Engineering, Structural Engineering, or related field.

    • Experience managing an engineering program and multiple work teams of professional engineering and technical staff, as well as overseeing complex engineering projects.

    • Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and prepare reports.

    • Skill in the use of computers, data, and software applications, including engineering software and Microsoft Office Suite.

    • Considerable knowledge of FHWA inspection design practices and standards.

    • Valid Professional Engineer's license.

    • Experience in leadership principles and administrative practices.

    • Experience applying supervisory principles and practices to include hiring, discipline, performance management, and employee development.

    • Experience at the managerial level in leadership of professional engineering staff, productivity and performance management, and oversight of project delivery.

    • Experience applying engineering practices and design in a specialty area such as safety, maintenance, or structural engineering.

    Additional Considerations


    • Experience with management of structural engineering or structural inspection tasks, staff and processes, such as performance management and project delivery.

    • Experience with data development, management and reporting to meet federal requirements related to National Bridge Inspection Standards (NBIS) or National Tunnel Inspection Standards (NTIS).

    • Experience in the design, inspection, asset management and/or analysis of bridges and other structures

    VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
