Under the direction of the Substance Use Disorder Licensing and Certification Section (SUDLCS) Manager, the incumbent will serve as the Licensing and Certification expert and lead, and coordinatehigh-level projects varying in scope and complexity.

Incumbent will be responsible for leading the preparation and processing of high-level legislative proposals and regulation packages, research and analyze licensing and certification statutes and regulations, prepare legislative bill analysis and budget change proposals, provide legislative and regulations training, prepare data management and analysis reports, and provide technical assistance to staff.

In addition, the incumbent will coordinate with other divisions to maintain the Provider Registry Information Management Enterprise (PRIMe) database, division website data projects, and prepare documents to ensure compliance with Americans with Disabilities Act (ADA).

Up to 10% overnight statewide travel by automobile, train, airplane, and other forms of transportation is required for this position.

Overnight travel can take up to an entire week and may take up to several weeks a month.

Working Conditions

  • Telework is based on operational needs for employees who can perform their essential functions remotely and/or whose duties are conducive to teleworking per DHCS' Telework Policy and in accordance with Government Code Sections for employees residing in California.

LCD oversees licensing and certification functions, monitoring, and complaints for Driving-UndertheInfluence Programs, Narcotic Treatment Programs, and outpatient and residential providers. LCD also oversees conducts complaint investigations on certified Alcohol and Other Drug counselors and counselor certification. LCD is also responsible for the licensing, monitoring, unusual occurrence reviews, and complaints for Mental Health Rehabilitation Centers and Psychiatric Health Facilities, as well as the, approvals of 5150 facilities designated by the counties for the purpose of 72hour treatment and evaluation under the Lanterman-PetrisShort Act and the Children's Civil Commitment and Mental Health Treatment Act.
