Main Purpose of Job:

The main purpose of this position is to market, develop, administer, and monitor structured registered apprenticeship training programs for an assigned geographical area to produce a credentialed, skilled work force benefiting workers and employers.

In addition, the position must also market, develop, administer and monitor youth apprenticeship employers in conjunction with Local Education Agencies (LEA's), MSDE and other workforce partners.

Together these activities support the goals mandated by the Blueprint for Maryland's future.


POSITION DUTIES:

Development of Standards of Apprenticeship for the creation of new Registered Apprenticeship programs in conjunction with businesses, associations, unions, community colleges and other workforce partners.


Presentation of items such as new Standards of Apprenticeship, revisions of Standards, Provisional, Quality and/or Compliance Reviews, youth apprenticeship employers and cancellations of programs to the Maryland Apprenticeship and Training Council (MATC) for approval.


Provide recommendations to the MATC for actions to be taken for items presented to include recommendations for deregistration and referral to the Office of Administrative Hearings (OAH) when necessary.


Work with the Program Director and Assistant Attorney General (AAG) to provide testimony and documentation before the Office of Administrative Hearings.

Provide guidance and/or referrals as appropriate to sponsors/employers/associations/unions etc. for wage requirements, employment of minors, licensing requirements, Prevailing Wage, Davis Bacon, workforce grants, ETPL and WIOA services.


Administer apprenticeship programs by providing technical assistance and support in processing all relevant documentation of apprentice registrations, extensions, cancellations, and completions to ensure program compliance.

Advise program sponsors of methods to improve training and program administration. Ensure sponsors are kept abreast of applicable state and federal laws, regulations, and other innovations.


Conduct Provisional Reviews within one year of registration for new Registered Apprenticeship Sponsors and Issue recommendations for full registration, extension of probationary status or cancellation of Standards.

Monitor apprenticeship programs bi-yearly by conducting Quality or Compliance Reviews as applicable.


Report results to the MATC to ensure compliance with applicable laws and regulations along with recommendations for actions if required.

Work with partners such as the Maryland Higher Education Commission (MHEC), Maryland State Department of Education (MSDE) the Community College and the Maryland Association of Community Colleges, and local school systems to develop stronger relationships with post-secondary institutions to facilitate "related instruction" for potential program sponsors for youth and registered apprenticeship.

Work with these partners to develop youth apprenticeship employer programs/standards with high quality related instruction and industry recognized credentials.


MINIMUM QUALIFICATIONS:


Education:
Graduation from an accredited high school or possession of a high school equivalency certificate.


Experience:
Six years of administrative staff or professional work.

DESIRED OR PREFERRED QUALIFICATIONS:

Two (2) years experience developing and implementing Registered Apprenticeship Programs, providing in depth technical assistance to Registered Apprenticeship Sponsors, and managing multiple projects and programs simultaneously.

Two(2) years of professional experience with grant programs.

Two (2) years of sales or business outreach experience.

Experience both virtually and in person presenting to large audiences of businesses or partnering organizations.


LICENSES, REGISTRATIONS AND CERTIFICATIONS:

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
