Position Summary/Purpose of Position:


  • The Applied Research Laboratory for Intelligence and Security (ARLIS) is seeking an Assistant Director for Project Management to support Pre-Award activities. This individual is responsible for overseeing the daytoday operation of the preaward fiscal, project management and compliance of all sponsored accounts, ensuring compliance with applicable government regulations and UMD policies administration. The Assistant Director for Project Management will act as the lead for all preaward project management issues to include scope, cost, budget, schedule, staffing allocation and deliverables, relating to ARLIS projects, and compliance issues across the Lab. This position will work with the Mission Directors and PIs of all ARLIS units to develop and implement changes, processes, improvements, and new initiatives. He/she will also be responsible for defining standards of quality, reviewing project plans, and establishing best practices for successful project planning and completion. Serving as the project management leader in the Lab for preaward activities, this position will provide input and guidance to the Director Pre Award & Project Management and other senior leadership on all strategic project management, short
- and long-term strategic plans, project financial and performance issues facing the Lab as it relates to the pre-award activities.

This position will provide ongoing supervision for program managers to ensure that all aspects of project management from proposal stage to closing out the project.

The Assistant Director for Program Management will also oversee training and development for pre-award project management staff. The Assistant Director will be the senior lead in developing and implementing internal policies, procedures, and best practices. The position will work closely with the ORA representative on contract compliance issues.

Provide the final level review of all proposals before Unit head review and create and manage an allocation system and assist the PI with identifying staffing needs against current allocations.

Minimum Qualifications:


Education:


  • Bachelor's degree required.

Experience:


  • Minimum 710 years project management experience in academia, industry, and/or government required, including supervisory responsibility, developing project schedules, allocating staff and other resources across projects, and tracking and monitoring project's status, budget, and deliverables.
  • Demonstrated work experience managing multidisciplinary, complex projects in a regulatory environment.

Knowledge, Skills, and Abilities:


  • Strong working knowledge of the FAR, Uniform Administrative Requirements and Cost Principles, federal rules and regulations for sponsored research, and other related federal policies and procedures.

  • Master's degree.
  • Project Management Professional (PMP) certification.
  • Experience working in a higher education, DOD or research environment.
  • Working knowledge of federal regulations governing contracts including 2 CFR 200.
  • Demonstrative computer literacy using spreadsheets, databases, and word processing, preferably Microsoft Excel, Access, and Word.
  • Outstanding oral, written and interpersonal skills.
  • Proven ability to analyze situations, develop plans and ensure successful and efficient implementation of processes.
