Description

A Secret Security Clearance is required for this position. While Filius Corporation will sponsor hires in obtaining this clearance, only US citizens (naturalized citizenship is acceptable) can be considered.


Filius is seeking a Continuous Monitoring Program (CMP) Training Support Analyst (TSA) for an upcoming contract with the United States Navy's Military Sealift Command (MSC) based in Norfolk, VA.

This position is on-site at the MSC Headquarters in Norfolk, VA with expected travel up to 50% of the year.

Travel will entail visiting ashore and afloat vessels in both the Continental United States (CONUS) and Outside CONUS (OCONUS) to conduct inspections and training.

There is no remote work option available for this position except while traveling.

The responsibilities and qualifications for this position are subsequently defined:


Daily Tasks:


  • Provide assistance communicating to Government personnel on a ship's CMP Readiness Indicators (RIs) and performance metrics.
  • Provide analysis, assistance, and recommendations for corrective action for the CMP programs.

Other Regular Duties:


  • Create a notional schedule and ensure adherence to the schedule to conduct indepth analyses of CMP RIs and create cumulative metrics performance report data.
  • Submit recommendations on CMP RIs notional schedule changes for review and approval.
  • Pull data or submit data pull requests to appropriate SMEs, as necessary, to develop recommendations for corrective actions for aligning ship status with Type Commander (TYCOM) goals.
  • Pull monthly reports from Department of Navy (DoN) and MSC ashore and afloat logistics systems.
  • Generate monthly performance metrics reports and drill down and analysis reports.
  • Monitor, audit, and analyze the CMP RIs, monthly performance metrics report, and drill down and analysis reports to develop recommendations and corrective actions for aligning ship status with TYCOM goals.
  • Audit and analyze the CMP RIs and provide forecasting and recommendations on trends that deviate from normal business practices and TYCOM goals.
  • Conduct weekly reviews and provide progress reports to CMP Lead relating to RIs and Supply Department readiness corrective actions.
  • Develop, provide, and present monthly performance reports and metrics, including trend charts, graphs, raw data, drill down data, reported deficiencies, remediation actions, and analyses for the past 24 months, to the CMP Lead and other program stakeholders.
  • Present the Monthly Cumulative Performance Metrics and Analysis Report to leadership and provide an After Action Report (AAR) following the presentation.
  • Provide and present CMP Program Reviews and Reports triennially to leadership and other program stakeholders.
  • Provide input and write articles for the quarterly newsletter based on news, items of interest and/or issues uncovered in the CMP program.

Qualifications:


  • Minimum of seven (7) years on either Navy or MSC vessels or a combination of both, with five (5) years of MSCspecific experience.
  • MSC experience must include Shipboard Configuration and Logistics Information Program (ShipCLIP) and financial and inventory management on MSC Government Owned Government Operated (GOGO) ships, such as Supply Officer (SUPPO), Junior Supply Officer (JSO), or Yeoman Storekeeper (SK).
  • Navy experience to include CMP experience and operational stock control management, afloat or ashore, such as Limited Duty Officer (LDO), Chief Warrant Officer (CWO), Division Officer (DIVO), senior enlisted (E7-E9) leadership, or E6 with the Afloat Training Group (ATG), Naval Force Logistics (NFL) or TYCOM with an Assist or Inspection team.
  • Minimum two (2) years of experience in using automated information system (IS) software (SW) including Microsoft (MS) Word, MS Excel, and MS PowerPoint.
  • Documented indepth knowledge and success managing an Afloat Supply Department, Budget or Operating Target (OPTAR) reporting, conducting research and reconciliation of Material Outstanding File (MOF) and Stock Record File, Allowance Load List (e.g., Aviation Consolidated Allowance List (AVCAL), Coordinated Shipboard Allowance List (COSAL), etc.) Consolidated Afloat Requisitioning Guide Overseas (CARGO) order fulfillment, Summary Filled Order/Expenditure Difference Listing (SFOEDL), and Unfilled Order Listing (UOL).
  • Documented indepth knowledge and success in managing MOF, stock record file, requisitioning, inventory reconciliation and location audit program, Integrated Logistics Support (ILS) and COSAL configuration, and financial reconciliation in Relational Supply (Rsupply), Corrective Maintenance Logistics System (CMLS), ShipCLIP, Shipboard Uniform Automated Data Processing System (SUADPS), and Organizational Maintenance Management System
  • New Generation (OMMS-NG).
  • Documented experience analyzing and synthesizing data and advising leadership on trends and recommendations.
