    The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our CDR-Grant Managementprogram area.

    Grant Specialist II - Performs (journey-level) grant development, coordination, and administration work. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Monitors and analyze grant work budgets, determines spending trends, identifies areas of concern and develops requirements for grant programs. Performs other duties as assigned. Other duties as assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

    Grant Specialist IV - Performs highly complex (senior-level) grant development, coordination, and administration work. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Monitors and analyze grant work budgets, determines spending trends, identifies areas of concern and develops requirements for grant programs. Performs other duties as assigned. Other duties as assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

  • Essential Job Elements

  • Monitor grant and/or contract budgets for timely and compliant expenditures in accordance with program guidance and applicable policies and procedures.
  • Perform grant management and oversight throughout the life cycle of the grant in compliance with program guidance and applicable policies and procedures including application reviews. Prepare and submit timely reports and correspondence and provide technical assistance to subrecipients throughout the life cycle.
  • Serve as a liaison and representative for the GLO-CDR program with constituents, elected officials, their assignees, vendor representatives and the public.
  • Qualifications

    MinimumQualifications

  • Graduation from an accredited four-year college or university with a degree in public administration, business, or closely related field.
  • Experience in the administration, development, coordination, and monitoring of grants.
  • Grant Specialist II – One (1) or more years of experience in a professional work setting in the administration, development, coordination, and monitoring of grants. $3,775 - $5,100 monthly
  • Grant Specialist III – Two (2) or more years of experience in a professional work setting in the administration, development, coordination, and monitoring of grants.
    $5,250 - $6,000 monthly
  • Grant Specialist IV – Three (3) or more years of experience in a professional work setting in the administration, development, coordination, and monitoring of grants.
    $6,250 - $7,000 monthly
  • Preferred Qualifications

  • Experience as a Grant Coordinator, Grant Specialist, or Grant Manager.
  • Experience in Disaster Recovery and/or community development block grant work.
  • Experience with oversight of federal funds or federally funded programs.
  • Knowledge, Skills, and Abilities

  • Knowledge of laws and regulations pertaining to grants and contract administration; of research and budgeting processes; of business administration principles and practices, including financial management and accounting; and of program planning and development.
  • Skill in grant preparation, development, evaluation, and monitoring; in report writing; in budget development and monitoring; and in the use of a computer and applicable software.
  • Skill in effectively communicating both in writing and verbally.
  • Skill in providing exceptional customer service in person and in writing.
  • Ability to interpret guidelines, policies, procedures, and regulations; to evaluate contracts; to evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements; and to assign and/or supervise the work of others.
  • Ability to attend work regularly and adhere to established work schedule in accordance with agency leave and attendance.
  • PhysicalRequirements

    This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routineofficeduties.Thejobalsorequiresnormalcognitiveabilitiesrequiringtheabilitytolearn,recall,andapplycertain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and allrelatedinformationandmaterials,weighingupto20poundswhenrequired.

    Theindividualmustbeabletoremain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.
