    Position Summary/Purpose of Position: Immediate opening for a full-time Staff Attorney ("SA") or Assistant General Counsel ("AGC") in the Office of General Counsel ("OGC"), the in-house office that provides legal support and guidance to the University of Maryland, College Park, the State of Maryland's flagship, Research 1 university.The University's research enterprise is a complex, expanding, and fascinating portfolio It supports groundbreaking work that improves the lives of individuals and benefits society. The SA/AGC for Research Transactions & Regulatory Law is responsible for providing legal counsel for the University's research operations, working with faculty and staff centrally and in the University's 12 colleges and schools. In addition to supporting existing research operations, this role will support the University's growing research portfolio and compliance with upcoming federal regulations. The SA/AGC may also be asked to support and advise on other projects and issues related to other University initiatives.The SA/AGC must have expertise and experience with drafting and negotiating research agreements and/or federal government contracts and advising on compliance with the terms of such agreements and related regulatory requirements. The SA/AGC provides primary counsel on matters related to the University's sponsored research enterprise, including research contracts and grants with domestic and international government agencies, foundations, corporations, academic institutions, and other research sponsors. The SA/AGC will also provide counsel on research safety; regulatory compliance; public ethics; intellectual property; procurement; health services transactions; and other matters for academic and operational units. The SA/AGC should have a solid working knowledge of legal, academic, and operational issues relevant to the operations of a research-intensive public university, and must develop new subject matter expertise as client needs dictate.

    The SA/AGC advises and supports University clients, including the President's staff, Vice Presidents, Deans, Department Chairs, sponsored projects office, and research compliance offices. The SA/AGC handles a range of transactional matters supporting both academic and operational units as assigned by the Vice President and General Counsel ("VPGC"), Deputy General Counsel ("DGC"), Research Transactions & Regulatory Law Practice Group Lead, and/or the Business Contracts & Intellectual Property Practice Group Lead. This position teams with and supports the Associate General Counsels, DGC and/or the VPGC on select projects. The SA/AGC assists clients to develop processes, documents, and forms to optimize business approaches; performs legal research involving federal and state, administrative regulations, other administrative guidance, and case law; advises clients on strategy; drafts and negotiates agreements; and supports regulatory compliance in a variety of contexts. The SA/AGC will provide other legal services to University clients as directed by the VPGC, DGC, Research Transactions & Regulatory Law Practice Group Lead, and/or the Business Contracts & Intellectual Property Practice Group Lead.Appointment may be as Staff Attorney or Assistant General Counsel depending on experience.   • Juris Doctor from an accredited U.S. law school.
  • Admission to the Maryland Bar or the ability to be admitted to the Maryland Bar within one (1) year from start date.

  • Experience:
  • For the SA: Minimum of two (2) years of relevant experience at a law firm, university, government agency, nonprofit research institute, federal government contractor, or similar organization.
  • For the AGC: Minimum of five (5) years of relevant experience at a law firm, university, government agency, nonprofit research institute, federal government contractor, or similar organization.
  • Knowledge, Skills, and Abilities:
  • Familiarity with the Federal Acquisition Regulations (48 CFR) and/or Uniform Guidance (2 CFR Part 200).
  • Outstanding writing, verbal, interpersonal, and research skills.
  • Ability to work independently on multiple projects with minimal supervision.
  • Ability to think strategically, solve problems creatively, and provide actionable advice.
  • Preferences: Preferences:
  • Specialization in federal government contracts law while in law school and/or as a substantial part of a legal and/or contract administration career.
  • Substantial experience working with the Federal Acquisition Regulation (48 CFR).
  • Substantial experience working with the federal Uniform Guidance (2 CFR Part 200).
  • Knowledge of the Health Insurance Portability and Accountability Act (HIPAA) as it relates to the provision of healthcare services by universities unassociated with a hospital system.
  • Knowledge of National Security Presidential Memorandum-33.
  • Knowledge of the federal Freedom of Information Act (FOIA).
  • Knowledge of federal agency research sponsor policies applicable to research (e.g., conflicts of interest, human subjects protections).
  • Knowledge of relevant Maryland laws, policies, and processes.
  • Prior legal experience supporting a research-intensive public university, research-related government agency (e.g., NASA, NSF, NIH), or similar institution (e.g., FFRDC).
  • Additional Certifications:
  • Admission to the Maryland Bar or the ability to be admitted to the Maryland Bar within one (1) year from start date.
  • Additional Information: REQUIRED FROM ALL APPLICANTS:
    Applicants should include a cover letter that, among other things, describes their role in performing work related to federal government agreements (e.g., drafting and negotiating agreements, advising on compliance with agreement terms and applicable regulations), the approximate volume of transactions handled per month, and the approximate percentage of their workload that involves the Federal Acquisition Regulation and/or Uniform Guidance.

  • 22 days of annual leave
  • 15 days of sick leave
  • 3 days of personal leave
  • 15 state holidays (16 in a general election year)
