SUMMARY:


This position is accountable for receiving, disbursing, reconciling, reporting, investing and safeguarding of all MTA's operating and capital while optimizing the use of these funds through investment.

In addition, this position is responsible for timely reconciliation and recording of transactions for the expedited GL close and completion of the Semi-Annual and Annual Investment Reports to the MTA Board.


RESPONSIBILITIES:

  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Provides direction and support for staff, including any training guidance and counseling in work duties as may be required.
  • Monitor and control the movement of all cash and investments of the MTA to ensure that all transactions are done in accordance with the appropriate legal statutes, bond resolutions, and in compliance with MTA investment guidelines and any other applicable documents. Deviations could endanger MTA's ability to issue taxexempt bonds which is one of the major sources of funding of MTA's capital programs and have significantly increase MTA's cost of capital. have a significant adverse impact on the MTA capital program.
  • Ensure that the major Treasury Department Systems, (investment, and cash management/accounting), are secure, properly maintained, and access is limited to designated personnel.
  • Coordinate capital cash flow information with Finance, Comptroller and Capital Planning and BSC AP to identify available funding.
  • Coordinate the use and drawdown of MTA Capital Funds. This process entails the coordination of identifying the proper funding source to the Revenue Department, the receipt of properly authorized fund requisitions, and the communication with the Investment Manager for the liquidation of securities for the funds. This process also entails the coordination with Bond Trustees on the transferring of the funds to the proper account.
  • Other duties as assigned by senior management.
KNOWLEDGE, SKILLS, AND ABILITIES

  • Must have knowledge of the banking systems, US Treasury Market, and Fed Wire system.
  • Must have knowledge of similar financial systems, such as PeopleSoft Treasury modules and JPM Access Cash Management System
  • Knowledge of cash management techniques and investment related quantitative analysis
  • Knowledge of IRS rules as pertaining to the issuance and use of taxexempt bond proceeds.
  • Excellent communication and interpersonal skills
  • Excellent organizational and presentation skills
  • Demonstrated ability to work across all levels within a given organization, including senior management
  • Demonstrated ability to communicate and interact well with external stakeholders. External agencies may include New York State, New York City government offices, as well as any staff located at other federal or state agencies or authorities

  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short

EDUCATION AND EXPERIENCE:

Required:

  • Bachelor's degree in Business Administration, or a related field; MBA in Finance or a related filed is preferred
  • At least 12 years of experience in working with investments and managing the cash flow of a large corporation or public agency (20,000 employees or more) and operating budget or expenses in excess of $1.0 billion.
  • Must be a seasoned manager with progressively increasing responsibilities. Managerial experience as a department head in a large, multifaceted, fastpaced public or private sector organization is preferred

Preferred:

  • Master's degree in finance or a related field
  • Familiarity with the MTA's policies and procedures
