Duties:

As an Attorney-Adviser (Labor), GS /14, your typical work assignments may include:

  • Researching the most difficult issues arising under the National Labor Relations Act or similar statutes.
  • Analyzing the facts of a case based on applicable legal principles; identifying rules, principles, or relationships that explain the facts and legal principles; and making correct inferences and drawing accurate conclusions based on those facts and legal principles.
  • Drafting proposed decisions for Board Members in cases where the issues are covered by established Board policy and precedent.
  • Preparing legal memoranda setting forth the contested issues, the relevant facts, the judge's disposition of those issues, the parties' arguments, and counsel's recommendations as to how they believe the Board should resolve each contested issue.
  • Presenting to Board members the merits of cases that often involve difficult or novel issues of law and related policy rationales and outcomes and participating in the discussion on the particular cases and related matters, including motions and supplemental matters.

MINIMUM QUALIFICATIONS

Minimum Qualifications for GS-13

To qualify for this position, applicants must have one year of specialized experience, equivalent to the GS-12 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Attorney-Adviser (Labor) at the GS-13 grade level.


  • Specialized experience includes:
  • Experience working with federal labor law (e.g., the National Labor Relations Act or the Federal Labor Relations Act) or state labor laws; and
  • Experience researching statutes, decisions, opinions, or legislative history to ensure the appropriate use of legal authorities; and
  • Experience drafting legal memoranda; and
  • Experience preparing written legal analyses and opinions in cases involving novel or complex policies and/or issues for consideration.

  • Experience working with federal labor law (e.g., the National Labor Relations Act or Federal Labor Relations Act); and
  • Experience researching statutes, decisions, opinions, or legislative history to ensure the appropriate use of legal authorities; and
  • Experience drafting legal memoranda and orally discussing recommended disposition of cases; and
  • Experience making oral presentations on case matters and participating in depositions and arguments of a case.
