    Minimum Qualifications OPEN TO NEW YORK STATE EMPLOYEES:
    Candidates must be reachable for appointment from the current Civil Service eligible list for the title;

    OR


    Transfer Opportunity - have permanent status as a Residential Program Manager 2 and be eligible for lateral transfer OR be eligible for transfer under Section 70.1 of Civil Service Law.

    Provisional appointment - Candidates must have one year of permanent competitive service as a Residential Program Manager 1 OR Residential Program Manager 2

    OR


    have a bachelor's degree AND have two years of experience working with individuals diagnosed with mental illness, one of which must have been in a supervisory or administrative capacity and one of which must have been in a residential setting.

    The supervisory or administrative experience and the residential experience may have been served simultaneously.

    A master's degree in a human service field* may be substituted for one year of the above non-supervisory or non-administrative experience.


    • For the purpose of this examination, a degree in a human service field includes the professional disciplines of audiology, community mental health, nursing, nutrition, occupational therapy, physical therapy, psychology, rehabilitation counseling, social work, speech/language pathology, and therapeutic recreation (including concentrations in art, creative arts, dance, drama, music, or physical education). Also included are related academic disciplines associated with the study of human behavior (e.g., gerontology, human services, sociology, speech communication); or human skills development (e.g., counseling, education, human development). Examples of non-qualifying degrees include but are not limited to: business, criminal justice, liberal arts, and political science.


    Candidates appointed provisionally must take the next scheduled Civil Service examination for this title, and their score must be reachable on the resulting eligible list before they can be permanently appointed.

    Candidates who do not pass the examination or achieve a reachable score may not be retained.


    Duties Description Residential Program Managers have administrative and supervisory responsibility for the health, care, and safety of individuals diagnosed with mental illness residing in State Operated Community Residences (SOCR) and State Operated Residential Care Centers for Adults (SORCCA).

    You would oversee and manage the overall operation of the residence and rehabilitative program services provided by residence staff, ensuring delivery of culturally competent mental health services.


    Duties may include but are not limited to:

    ensuring necessary support services are provided to residents; ensuring adequate and appropriate staffing; planning, assigning, reviewing work of staff; evaluating performance; training staff; preparing and monitoring the residence budget; requisitioning supplies and equipment; ensuring reports and records on resident care are completed accurately and in a timely manner; ensuring compliance with standards and regulations; developing rules and procedures as necessary; responding to crisis situations and emergencies; investigating and reporting incidents involving residents or staff; maintaining linkages with appropriate psychiatric center staff; and developing positive relationships with community and service providers.

    Background Investigation/Justice Center Review:

    Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs.

    Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.

    2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks.

    All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee's employment application, may bar appointment or result in removal after appointment.

    Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations.

    Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.

    3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.


    NOTE:


    In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program).

    If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or Federally assisted program), you may be terminated from your employment.


    If appointed, you may be required to become an enrolled Medicare provider; obtain and provide to your employer a National Provider Identifier (NPI) number issued by the National Plan and Provider Enumeration System (NPPES); and otherwise actively participate to the degree necessary to allow for your services to be billed through Medicare and Medicaid.

    If you are appointed and lose the ability to bill through Medicare and Medicaid, you may be terminated from your employment.

    This position is eligible for a Downstate adjustment of $3,400.
