Main Purpose of Job:

The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of Health (MDH) charged with monitoring the quality of care in Maryland's health care facilities and community-based programs.

OHCQ is an agent of the Centers for Medicare and Medicaid Services (CMS) and is the designated state survey agency in Maryland.

OHCQ issues licenses, authorizes the operation of a business in Maryland, recommends certification to CMS, authorizes participation in the Medicare and Medicaid programs, conducts surveys to determine compliance with state and federal regulations, and provides technical assistance.


The main purpose of this position is to conduct licensure and certification activities in licensed and unlicensed health care facilities or community-based programs on behalf of MDH and/or the Centers for Medicare & Medicaid Services (CMS).

This position will perform these activities to determine if a facility or applicant is in compliance with state, federal, and local laws and environmental health regulations.


MINIMUM QUALIFICATIONS:


Education:
Determined by the Maryland Board of Environmental Health Specialists under the licensing requirements for Environmental Health Specialists.


Experience:
Six months of experience performing inspections and investigations to ensure compliance with environmental health laws and regulations.

DESIRED OR PREFERRED QUALIFICATIONS:


  • Experience conducting complaint investigations and developing written reports.
  • Experience determining an organization's compliance with Maryland regulations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS:


  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
