The Tuberculosis Implementation Framework Agreement (TIFA) Project is a cooperative agreement funded by the U.S. Agency for International Development primed by JSI. TIFA is a key component of the USAID Global Accelerator to End TB and the journey to self-reliance.

TIFA focuses on enhancing collaborative, locally-led efforts to build countries' capacity to plan, finance, monitor and sustain their own high-quality TB programs.

The overarching goal for TIFA is to strengthen and sustain country ownership and accountability by directly supporting national TB programs, empowering local government entities, and advocating for additional domestic resources for TB.


As a member of the TIFA Team, the Program Officer will provide grants, administrative, and program support for successful implementation.

This includes assisting in grant co-design, tracking and reporting, financial tracking, and liaising with program staff at all levels to ensure project cohesion.

The Program Officer will report to the Senior Country Support Manager (SCSM).


RESPONSIBILITIES:


Provide day-to-day operational support for TIFA program implementation, including:

  • Collaborate with staff to schedule, draft agendas for, and support facilitation of routine team meetings and internal program updates;
  • Assist in the preparation of country and project reports, presentations, briefs, communications materials such as success stories and social media posts, and other required deliverables as needed.

Provide day-to-day programmatic and operational support for a portfolio of countries, including:

  • Co-design Support
  • Work with SCSM to review grant concept papers, activity plans and budgets, draft feedback documents, and followup with grantees.
  • Take lead on scheduling orientation/codesign calls, preparing materials, and cofacilitate with SCSM as appropriate. Followup with grantees on call notes and next steps.
  • Coordinate the logistics for incountry codesign workshops and support the development of workshop materials;
  • Support grants team to prepare grant approval package and secure USAID approvals;
- ?Add grant information into the Grants Management Database (GMD) and update as needed throughout the co-design process.


Grant Implementation Oversight

  • Support country teams through grant implementation and monitoring including review of grant deliverables together with SCSM and grants team, submission to USAID mission for approval, and processing of deliverable invoices. Followup with grant recipients on quality of deliverables and payment status;
  • Take lead on scheduling, preparing materials for routine grant monitoring calls with country teams, USAID, and grant recipients. Follow up with participants with call notes and next steps;
  • Update grant deliverables status in the GMD throughout the approval and payment process;
  • Share grantee achievements with Communications Advisor for updates on TIFA twitter account and work with TIFA Communications Advisor to draft grant success stories and followup with grantees for information needs.
  • Perform other duties as determined by the Senior Country Support Manager and/or members of the senior management team.

Financial Oversight

  • In collaboration with the SCSM and TIFA Finance and Operations Director, support country teams by managing and updating monthly country budget tracking sheets and contributing to quarterly reporting.

QUALIFICATIONS:


  • Bachelor's degree and a minimum of 2 years relevant work experience, including working in the field of international public health; graduate degree in public health or related field preferred;
  • A minimum of 1 years' experience working with activity budgets and tracking spreadsheets;
  • Experience working on USAID/USGfunded projects or grants programs strongly preferred;
  • Ability to work independently, take initiative, and manage various activities in a team setting with mínimal supervision and attention to detail and quality;
