Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a highly qualified leader to provide executive level management for the Community Services Division to advance the DBHDS vision of person-centered care throughout the Commonwealth of Virginia.
This individual will provide executive oversight and guidance to five major offices within the agency, with broad reach impacting 40 community services boards, regional structures, and initiatives, and over 1,800 private providers throughout the state.
The individual will also play an integral role in developing and advancing the Governor's Right Help Right Now initiative on transforming the state's behavioral health continuum of care as well as furthering the state's efforts to strengthen the developmental disability system, as part of the U.S.
Department of Justice Settlement Agreement.
Duties include working in coordination with the Chief Deputy Commissioner and the Commissioner of DBHDS to lead and support key community initiatives, including but not limited to, behavioral health redesign; STEP-VA; crisis transformation; substance use disorder and recovery services, children and family wellness; private provider licensing and management; and community-based housing and supports.
This role provides executive leadership to the Offices of Community Behavioral Health Services, Crisis Services, Developmental Disability Services, Child and Family Services, Provider Management, Licensing, Human Rights, and the Office of Management Services.
Minimum Qualifications
- Comprehensive knowledge of state and local government operations that serve individuals in need of mental health and/or substance use and addiction support.
- Experience supporting individuals with developmental disabilities and cooccurring support needs.
- Knowledge of continuum of services provided to best support an individual's behavioral health treatment needs with the ability to identify emerging trends to continue to advance Virginia's system with support best practices.
- Demonstrated leadership abilities, to include excellent oral and written communication skills.
- Ability to conceptualize, implement, and lead systemwide transformational change.
- Ability to facilitate diverse groups of stakeholders (agencies, consumers, legislators, local providers etc.) to gather buyin a shared vision, fostering collaboration and trust to advance system of care within the Commonwealth.
- Ability to lead change in a dynamic, multifunctional environment.
- Executive level administrative management experience in health or human services.

- Experience managing transitions in public sector healthcare systems.
