    Under administrative direction, directs, manages, supervises, and coordinates the activities and operations of an assigned division within the City Attorney's Office; provides legal advice to City representatives and employees in legal disputes or litigation including the drafting of various ordinances; coordinates assigned activities with of other divisions, departments, and outside agencies; and provides highly responsible and complex administrative support to the City Attorney.

    Essential Functions

    The following duties are typical for this classification.

    Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.


    Assume management responsibility for the services and activities for an assigned division within the City Attorney's Office including Civil or Criminal Division services and operations.


    Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.


    Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.


    Plan, direct, coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.


    Select, train, motivate, and evaluate assigned legal personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.


    Oversee and participate in the development and administration of the Division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.


    Research, draft, review, and negotiate contracts and agreements including interlocal agreements, land transactions, employment, planning, sewer, business licenses, grant proposals, and redevelopment agreements and contracts.


    Draft, review, evaluate, revise, and recommend City ordinances, policies, and procedures; explain and promote City policies and issues to employees, elected officials, and the general public.


    Perform legal research and provide legal opinions to educate City Council, City management, City departments, board, commissions, agencies, and established committees regarding specific laws, contracts, and agreements.


    Review, evaluate, negotiate, consult on, and assign legal services on pending claims, lawsuits, administrative litigations, and appeals pertaining to the City.

    Prepare, file, research, and represent the City in administrative agency, state, and federal appellate actions.

    Assign, monitor, and provide litigation services pertaining to court and administrative actions.


    Assign, monitor, and serve, as needed, as the City's counsel in court appearances, litigation, arbitration, negotiation, and related attorney services.


    Serve as the liaison for the assigned Division with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.


    Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.


    Provide responsible staff assistance to the City Attorney; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to programs, policies, and procedures as appropriate.


    Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of municipal law; incorporate new developments as appropriate.

    As assigned, provide representation of the City Council and the City's managers and employees in their official capacity.

    Perform related duties as required.

    Minimum Qualifications


    The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.


    Knowledge of:
    Operational characteristics, services, and activities of a municipal law office.

    Principles and practices of program development and administration.

    Legal principles, practices, and procedures of civil, criminal, constitutional, and administrative law.

    Duties, powers, and limitations of a city government.

    Judicial procedures and rules of evidence.

    Methods and techniques of legal research.

    Legal precedents and court decisions affecting local government.

    Statutes and codes applicable to civil proceedings.

    Principles and practices of municipal budget preparation and administration.

    Principles of supervision, training, and performance evaluation.

    Pertinent federal, state, and local laws, codes, and regulations.


    Ability to:
    Oversee and participate in the management of the civil or criminal division within the City Attorney's Office.

    Provide administrative and professional leadership and direction for the assigned division.

    Participate in the development and administration of division goals, objectives, and procedures.

    Research, analyze, and evaluate new service delivery methods and techniques.

    Oversee, direct, and coordinate the work of lower level staff.

    Select, supervise, train, and evaluate staff.

    Prepare and administer large program budgets.

    Prepare clear and concise administrative and financial reports.

    Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

    Interpret and apply federal, state, and local policies, laws, and regulations.

    Give sound legal advice and counsel.

    Research, analyze and apply legal principles, facts, evidence, and precedents to legal problems.

    Draft legal documents including ordinances, resolutions, and contracts.

    Effectively represent the City and its laws, regulations, and policies to citizens, organizations, and other government agencies.

    Prepare and present difficult cases in court.

    Present statements of law, fact, and argument clearly and logically.

    Conduct research on complex legal problems and prepare sound legal opinions.

    Work in a team based environment to achieve common goals.

    Coordinate multiple projects and complex tasks simultaneously.

    Meet the physical requirements to safely and effectively perform the assigned duties.

    Communicate clearly and concisely, both orally and in writing.

    Establish and maintain effective working relationships with those contacted in the course of work.


    Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.

    A typical way to obtain the knowledge and abilities would be:


    Education/Training:
    Graduation from a law school accredited by the American Bar Association with a Juris Doctorate degree.


    Experience:


    Six years of increasingly responsible experience as an attorney including four years of experience in city or related government law that includes trial experience and two years of administrative and supervisory responsibility.


    License or Certificate:
    Possession of a license to practice law in the State of Nevada.
