    Position Overview

    STI-TEC is seeking Joint Center for Electromagnetic Readiness (JCER) Advisory and Assistance Services (A&AS) support to accomplish Joint Electromagnetic Spectrum Operations (JEMSO) readiness evaluations of service deployment certification events, or prerequisite training considered critical and mandatory prior to deployment to support a Combatant Command (CCMD).

    Support includes research on electromagnetic spectrum (EMS) issues, obtain relevant DOD documents, conduct studies and report the results thereof, analyze options, and develop specified documentation to assist with effectively and efficiently carrying out the JCER mission.

    Assist with applying scientific methods and techniques, evaluation planning, coordinating specifications related to computer software use cases and software demonstrations, operations research and systems analysis, program management expertise, and an understanding of multi-Service and Joint doctrine and tactics, techniques, and procedures (TTP) to address the JCER focus areas.

    Essential Job Function
    Conduct tactical, operational, and strategic level research concerning the impact of existing and emerging EMSO threats to joint operations;
    Conduct studies, perform research, report, and make recommendations concerning instrumentation and evaluation resources necessary to execute risk reduction and evaluation events ensuring the coordination of communications, logistics, materiel, data collection and personnel training, issue and alternative definitions, and personnel requirements for each designated activity

    Work with partnering agencies that share interests in support of data collection, reduction, or JEMSO operations in conjunction with JCER evaluations.

    Minimum Qualifications
    Expertise specializing in fighter/attack combat aircraft; however, experience in other armed aviation platforms is acceptable;
    Operational level experience with preference to candidates with higher level broadening assignments such as Joint, CCMD and Service level staff;
    Developing detailed mission analysis and integration of resources to determine capabilities to meet mission requirements;
    Understanding of current service capabilities and tactics with knowledge of vulnerabilities in the presence of threat EMSO in order to make recommendations to service or joint tactics, weapon schools, or publications based on findings of JCER evaluations; and
    At least twelve (12) years of demonstrated relevant experience in Naval Aviation.
    United States citizen
    TS security clearance with eligibility for SCI, SAP, and SAR accesses. An Interim TS may be acceptable with approval from the JCER Director.
    Desired Qualifications
    Experience analyzing threat data and controlling receipt and dissemination of foreign intelligence information;
    Ability to evaluate emerging EMSO threats in order to present findings, conclusions, and recommendations based on evaluation results;
    Training and certification as a PMP is highly recommended for individuals lacking desired military leadership experience
    At least fifteen (15) years of demonstrated relevant experience in Naval Aviation.
