    Description

    DEFINITION

    Under general supervision, performs complex technical installations, repairs, and testing of residential, commercial, and agricultural water meters; reads, records, and reports water usage; responds to complex customer service issues; tests, inspects, and repairs backflow devices; coordinates backflow records and reporting per state regulations; performs related duties as required.

    SUPERVISION RECEIVED AND EXERCISED

    This position is directly supervised by the Meter Services Supervisor and does not supervise any staff. It is the advanced journey-level Meter Service Worker in the department and may assist with scheduling, training, and prioritizing work as assigned. It is not a designated lead position and does not assume supervision of the department in the absence of the supervisor but will assist the Chief Financial Officer.

    CLASS CHARACTERISTICS

    This single incumbent position is the advanced journey level class in this series performing duties related to cross-connection, backflow, and more complex meter service, testing, and repair; and regularly performs meter reading and responds to customers.

    Essential Functions

    Essential functions include, but are not limited to, the following:
    • Troubleshoots, installs, tests, replaces, and repairs water meters and radio transceiving devices; changes valves; fabricates parts as necessary; calibrates meters; requisitions and maintains an adequate inventory of parts and supplies to perform assigned duties; coordinates warranty repair work;
    • Assists with the District's Cross Connection Program following state and District regulations, codes, and ordinances; contacts and advises customers of backflow installation and maintenance requirements; performs site surveys and inspects backflow devices and sends warnings of non-compliance; makes recommendation for, and performs, disconnection/lock-off of water service to premises with non-compliant backflow systems; performs required testing and repairs on District backflows;
    • Monitors certification and testing of backflow test vendors and equipment; records vendor equipment testing results;
    • Reads meters and records usage on an assigned route; re?reads meters as necessary; investigates unusual readings and complex customer complaints regarding high bills, pressure and related problems; resolves problems or prepares work orders for follow?up; replaces meter boxes and lids; clears or reports meters obstructed by landscaping;
    • Maintains and performs electronic and paper filing for meter reads, backflow, cross-connection, and other meter-related services; serves as back up for processing meter applications;
    • Provides information to customers or refers to others as appropriate; maintains good public relations;
    • Operates assigned vehicles skillfully and safely; inspects and fuels vehicles; reports the need for repairs and service; observes safe driving practices; operates and maintains a wide variety of hand and power tools and equipment related to work assignments;
    • Operates a variety of hand and power tools and test equipment related to the work;
    • Operates copiers and a variety of office equipment;
    • Performs duties in a professional manner and works well with others or in a team setting;
    • Establish and maintain cooperative working relationships with co-workers, outside agencies, and the public;
    • Regular attendance and adherence to prescribed work schedule to conduct job responsibilities;
    • Observes safe work practices and safety methods; performs other duties as assigned.
    Typical Qualifications

    Ideal Candidate

    The ideal Meter Service Worker III has advanced knowledge of maintenance, repair, and replacement of angle stops and large meters. Experience in backflow services, including repair, installation, and inspection is required of the ideal candidate. The successful candidate has computer skills and has used software related to meter and backflow service. An understanding of the updated regulations of the Cross-Connection Control Policy Handbook and a Cross Connection Specialist certificate is highly preferred. The ideal Meter Service Worker III has excellent customer service skills when dealing with co-workers and the public.

    Knowledge, Skills, and Abilities

    Knowledge of:
    • Common water utility billing procedures;
    • Methods and techniques of reading water meters; operation of water meters; methods and techniques of troubleshooting and testing meters, installing and replacing meters, and repairing minor leaks;
    • Principles, practices, and laws related to backflow;
    • Techniques of effectively dealing with the public;
    • Safe work methods and safety precautions related to the work;
    • Computer applications related to the work.
    Ability to:
    • Communicate clearly and concisely, both orally and in writing; understand and carry out written and oral directions; understand, explain, and apply policies and procedures;
    • Read gauges and meters accurately; identify meter irregularities and recommend how to correct; diagnose malfunctions and repair meters;
    • Perform complex maintenance, testing, and repair on meters; understand and explain backflow regulations; test backflow and understand cross-connection programs;
    • Deal tactfully and courteously with the public, often in difficult or strained circumstances; establish and maintain effective relationships with the community at large;
    • Prioritize work; work independently; maintain and keep accurate records; and follow safe work practices;
    • Read and interpret maps and plans;
    • Operate a computer and hand-held meter reading devices; use a variety of tools and equipment.
    Education & Experience

    Any combination of education or experience that would likely provide the necessary knowledge and abilities is qualifying. A typical way to obtain this knowledge and abilities would be: high school graduation or equivalent, and; four years' experience in water meter maintenance, testing, and repair, including at least 1 year performing cross-connection duties.

    Licenses, Certificates, and Special Requirements
    • Possession of, or ability to obtain, a Class C California driver's license, and a satisfactory driving record;
    • Possession of a Backflow Device Tester Certificate issued by the American Water Works Association (AWWA), or American Backflow Prevention Association (ABPA) required;
    • Possession of a Cross Connection Specialist Certificate issued by the AWWA or ABPA is desirable;
    • Possession of a State Water Resources Control Board Water Distribution Grade 1 (D1) certification is desirable.

    While performing the duties of this job, the employee regularly works in outside weather conditions. The employee frequently is exposed to wet and/or humid conditions, stinging and biting insects, and hostile dogs. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment will range from moderate to very loud.
