    ELIGIBILITY:
    Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.


    CRIMINAL BACKGROUND CHECK:

    Eligible candidates under final consideration for appointment to this position identified as positions of trust will be required to authorize the release of and successfully complete a Fingerprint check.


    PROBATION:
    All persons, including current City employees, selected from this position will be on probation for 6 months.


    CLASS DESCRIPTION


    A Long-Term Care Ombudsman receives, investigates, and seeks to resolve complaints from, or on behalf of, residents of long-term care facilities and domiciles in the City of Baltimore.

    The work of this class involves no supervisory duties or responsibilities.

    Incumbents receive general supervision from an administrative superior. Employees in this class work a conventional workweek that may include occasional evening work. Work is performed both in an office and on-site in long-term care facilities where normal working conditions are encountered. Work requires minimal physical exertion.


    SELECTION PROCESS

The training and experience of each candidate will be evaluated for appropriateness and quantity. It is essential, therefore, that you give complete and accurate information on your application.     MINIMUM QUALIFICATIONS
    On or before the date of filing the application, each candidate must:


    EDUCATION:

    Have a bachelor's degree from an accredited college or university in social work, gerontology, nursing, public health administration, communications or a closely related social service field.


    AND

    EXPERIENCE:
    Have two years of experience in advocacy, aging or related work.

    OR

    NOTES (EQUIVALENCIES): Have an equivalent combination of education and experience.

    LICENSES, REGISTRATIONS
    AND CERTIFICATES


    A valid Maryland Class C Noncommercial driver's license, or an equivalent out-of-state driver's license acceptable to the Office of Risk Management is required.


    NOTE:

    Within six months of hiring, employees must be certified as an Ombudsman by successfully completing 20 hours of classroom training from either the Baltimore City Commission on Aging and Retirement Education or the Maryland State Department of Aging, Office of the State Long-Term Care Ombudsman and must maintain current certification.

    KNOWLEDGES, SKILLS,
    AND ABILITIES


    • Knowledge of the theory and practice of the provision of human services to institutionalized long-term care individuals.
    • Knowledge of the rights needs and problems of institutionalized individuals and their families.
    • Knowledge of social services and public benefits programs available to the elderly and long-term care institutionalized individuals in Baltimore City.
    • Knowledge of applicable City, State and County laws and regulations pertaining to institutional long-term care.
    • Knowledge of the medical and social processes of aging.
    • Skill in conducting individual long-term care assessment investigations and interviews.
    • Skill in conflict mediation and resolution.
    • Ability to establish and maintain effective relationships with long-term care facility residents, staff and administrators, residents' families, doctors, nurses, emergency services personnel, State's Attorney staff, State ombudsman officials and personnel, clergy, community groups and law enforcement personnel.
    • Ability to write detailed complaint case narrative reports.
    • Ability to maintain a large volume of confidential case files and records.
    • Ability to operate a microcomputer.
    • Ability to handle sensitive and tense situations with calm, tact and diplomacy.
    • Ability to communicate effectively, both orally and in writing.

    EXAMINATION PROCESS
