    GENERAL SUMMARY

    The Human Resource Associate is accountable to the Senior Director of Human Resources in headquarters to ensure that appropriate human resources related local policies, programs and procedures are in place to meet the needs of the business and its employees.

    The Human Resource Associate will oversee and supervise the payroll functions of company payroll and Time and Attendance. Ensures accurate calculation of wages, tax withholdings, and company deductions along with proper governmental reporting and compliance including audits.


    MAJOR RESPONSIBILITIES

    • The Human Resource Associate will help adapt and promote best in class practices, foster collaboration across California site and headquarters, ensuring smooth implementations of HR solutions to build the overall capability of the organization.
    • Provide full cycle talent acquisition to support staffing requirements.


    Complete all aspects of the hiring process, including collaborating with key stakeholders to understand hiring needs, cultivate robust pipelines, identify, assess, and provide top talent candidates to fill open positions.


    Create job descriptions as needed and collaborate with manager for representative criteria.


    Manage the recruitment life cycle, including initial screening, interviews, creating and presenting offers and conducting follow ups.


    Lead new employee orientation and training to support New Employee Orientation process. Collaborate closely with the training department to ensure

    the

    right training/onboarding is completed for new hires.


    Facilitate annual performance management process, including coaching and training participants.


    Foster and support positive, proactive employee relations, engagement, retention, and communication.


    Provide coaching and resources to prevent and resolve workplace issues.


    Ensure compliance with all human resources related policies and procedures as well as local, state, and federal requirements. Ensure organizational chart is current to meet compliance requirements.


    Responsible for maintaining the payroll system, processing semi-monthly payroll for both exempt and nonexempt employees


    Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions


    Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates


    Manages benefit deductions and reconciliation


    Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices


    Review employee timecards for accuracy, completeness and make sure employees are clocking in and taking proper meal breaks/rest periods


    Coordination directly with Finance Department to ensure necessary approvals are received prior to processing any non-standard payments


    Prepare and maintains accurate records and reports of payroll transactions


    Process accurate and timely quarterly & year-end reporting (W-2, 1099, etc.)


    Identifies and recommends updates to payroll accounting software, systems, and procedures


    Monitors changes and remains current on legal, regulatory, or governmental requirements (e.g., wage and hour, garnishments, tax matters, 401(k) and other benefit deductions)


    Performs other duties as assigned.


    MINIMUM QUALIFICATIONS
    Education
    Work Experience
    Bachelor's degree in human resources, or related field required
    AND 3-5 Years' experience of related experience
    Experience with Paychex/ADP HRIS preferred


    Ability to drive HR initiatives in a growth organization.


    Excellent interpersonal, collaboration, consultative and communication skills.


    Excellent communication in English, plus Mandarin.


    Current Labor Law Knowledge.


    Proficient with Microsoft Office including Word, Excel, PowerPoint, Outlook, Paychex /ADP

    HRIS.

    PROBLEM SOLVING/DECISION MAKING


    Functions independently on a day-to-day basis with guidance from senior management.


    Exercises judgment to solve short term and long-term issues related to human resources, escalating issues regularly for compliance and continuous improvement.


    Complies with all regulatory guidelines, occupational health and health and safety programs, in accordance with company policies and procedures.


    PHYSICAL REQUIREMENTS

    Prolonged periods of sitting at a desk and working on a computer.


    Must be able to carry out the essential functions of this position, with reasonable accommodation if disabled.


    Must be able to lift up to 15lbs.
