Title:
HUD Specialist


Program(s) and Location: Housing (Sacramento, CA)

Schedule:
Full-time non-exempt, 40 hours/week, Monday

  • Friday 8:00am4:30pm

Pay rate:
$23.32/hour

  • 21 PTO days per year (4 weeks & 1 day)

Position Description:


The
HUD Specialist has the responsibility of completing tenant records and related occupancy documentation required by the agency Rental Assistance Programs, Leased Housing, SHRA and HUD (per related HUD guidelines) for all Rental Assistance Housing.

In addition, this position is responsible for processing paperwork to verify that the applicant/resident meets regulatory set-aside requirements of the properties, working with the Program Managers, Personal Services Coordinators, Housing Manager, and clients in qualifying and processing applicants to fill vacant units.

This position is required to perform HQS inspections on assigned properties.


Essential Duties and Responsibilities:
(includes the following; other duties may be assigned)

  • Work with Rental Assistance Landlords and Property Managers
  • Assist with CAHI, HUD and SHRA Annual File Reviews and HQS Inspections.
  • Prepare documentation and related applicant and client occupancy and annual paperwork.
  • Follow and enforce all Fair Housing and local Landlord and Tenant laws and regulations.
  • Enter move-in and move-out information to agency software and process Security Deposit Refund paperwork. Complete agency documentation on client residential status (lease, move in/outs, room changes, income changes, etc.) Ensure that up-to-date tenant files are maintained per HUD standards.
  • Ensure the accuracy and quality of documentation by completing internal audits.
  • Ensure the protection and confidentiality of all Protected Health Information (PHI) by following all policies and procedures in the agency HIPAA Manual.

Education and/or Experience:


  • One (1) year experience as a Property Manager, Property Assistant, Occupancy Specialist or related property management duties for low income multifamily housing.
  • Experience in HUD audits and other agency reviews.
  • Experience in completing certification and annual recertifications for residents of HUD programs.
  • Experience maintaining tenant/client property records for residential rental properties.
  • Working knowledge of applicable local and federal housing laws including Fair Housing and Landlord and Tenant laws.
  • Experience in managing occupancy for affordable housing developments, such as; HUD, Low Income Tax Credits, Rural Housing, and Tax-Exempt Bond properties highly desirable.
  • Bachelor's degree in Business Administration, Real Estate, or other appropriate discipline desirable.

Certificates, Licenses, Registrations:


  • Possess a valid California Driver's License and current vehicle insurance. Driving record must meet, and continue to meet, the underwriting standards established by the generalized driving guidelines used by our insurance broker. Must provide proof of insurance.
  • Must have at least 3 or more years of driving experience.
  • Certified Occupancy Specialist (COS) certification and experience with PRAC 811 experience preferred
