    Under the directionand supervisionof the Board of County Commissioners("Board"),plan, organize andcoordinate the management ofexecutive and administrative functions assigned by the Board.

    Responsible for the planning, directing, organizing,andstaffing the directors and managers of the functional areas assigned. This includesestablishingexpectationsanddrivingresults and evaluating those results.


    The County Administrator manages County operations by directing and coordinating activities consistent with goals,objectives, and policies as directed by the Board.

    Advise and make recommendations to the Boardregardingissues involving and affecting the County.
    Develop, recommend,and implement County policy and directives. Make recommendations on financial and budgetary matters. Plan and managevarious capitaloutlayand construction programs.
    Manage cash flows so that funds are available to pay current expenses.

    Continuouslymonitorand evaluate the efficiency, service quality,and cost effectiveness of the County's governance and service delivery to thepublic. Recommend and implement action tomaintainand improve services as approved by the Board.

    Essential Duties


    • Essentialduties andresponsibilities.
    • Serve asadvisor,support, and act as agent fortheBoard by keeping them informed on key matters,facilitatediscussion on critical issues and support their deliberations with information on future trends andappropriate alternatives.
    • Work with the Board to develop and implement its goals,directives,vision, and strategic public policyand in conjunction with the department directorsand managers,facilitatelong range and strategic planningtosustain theobjectivesof the County and improve organizational effectiveness.
    • Provide recommendations on a variety ofpolicy,administrative and managerial matters.
    Developrecommendationsand report results totheBoard.


    • Develop, recommend, and implement administrativepolicies and proceduresthat foster effective and efficient operation of County government as adoptedby the Board. Implement projects and plans developed by the Board.
    • Establish andmaintaincontinuing liaison and positive relationships with citizens'interest groups, committees and boards, otherlocal governments,and the public.
    • Function as publicinformation officer for theBoard,maintaininga good working relationship with media sources and public interest groups.
    • Facilitate communication and decision-making processesbetween departments and the Board, ensuring information provided to the Board is professional and presented in a manner thatfacilitatesexecutive decisions.
    • Coordinateand assess the activities of County departments, offices,and functional areas delegated by the Board, to carry out the strategic plans,upholdcore values, andimplementpolicies and programs of the Board.
    • Conduct research and special studies asrequested. Preparereports with recommendations forappropriate action.
    • Prepare or delegate the preparation of a variety ofdocuments, including resolutions, ordinances, contracts,correspondence,memoranda,reports, media releases, speeches,official documents,and similar materialson behalf of theBoard.
    • Provide financial analysis and recommendations on all issues affecting the operationsand fiscal integrityof the County. Approve budget changes in compliance with County policy.
    • Provide selected centralized management functions for technology, capital facilities planning, human resources, labor relations and labor negotiating efforts, public contracting,purchasing, risk management,and other support functions.
    • Ensure compliance with state and federal laws, ordinances, service contracts,and all orders, policies, rules, procedures,and regulations adopted by the Board.
    • Attendmeetings and conferences to provide information andassistanceto the Board.
    Makerecommendations on subjects of importance to the County.


    • Otherduties.
    • Receive and investigate citizen questions and complaints.
    • As directed by the Board, represent the County on selected committees and boards. Attendcommissionermeetings,hearings,and other meetings as directed.
    • Maintain membership and contacts inappropriate associationsto keep current on the changing face of County government.
    • Serve asintermediarybetweenManagementServicesdirectorsandmanagersand the Board of County Commissioners,andotherdepartment directors and managers,andasBoardliaisonto elected officials.
    • May be assigned other duties or projects at thedirectionof the Board.
    Qualifications


    • Minimumqualifications.
    • Bachelor'sdegree inpublicadministrationfrom an accredited four-year college or university. Master's degreeor higher inpublic administrationor equivalentpreferred.
    • At least ten (10) years ofdemonstratedprogressively responsiblemanagerial and supervisory experienceand executive level decisionmaking in local government or relevant private sector management experience.
    • Demonstrated experience in public sector budgeting,financial management, human resources management,information technology, facility and capital planning, and organizational systems, procedures and program analysis or relevant private sector experience.
    • Equivalent experience in industry with emphasis in accounting anddemonstratedsupervisory/management skills and ability or any equivalent combination which provides the required skills, knowledge, and ability to perform duties and responsibilities of the position.
    • Possess andmaintaina valid driver's license without restrictions (except vision).
    • Requiredskillsandabilities.
    • Maintain positive and constructive working relationshipswithelected officialsand appointeddepartment directors and managers.
    • Ability to lead and motivatedepartment managers and directorsto perform to maximum potential.
    • Possess outstanding oral and written communication skills.
    • Able to manage public relations.
    • Able to promote the County's mission, vision,and values through leadership and ethical behavior.
    • Self-motivatedin order tofulfill the responsibilities of the job independentlyandable to work well in a cooperative team environment.
    • Demonstrated knowledge and ability to work with a personal computer and commonly used administrative software.
    Supplemental Information


    • Workingconditions.
    • Thispositionoperatesduring regular business hours but may berequiredto worknights,weekends, and on call.
    May berequiredto work more thaneight (8)hours per day or more thanforty (40)hours per week.


    • Willrequiresome travel, which includesbutisnot limited tomeetings withthe WashingtonAssociation ofCounties(WSAC)orother meetings assigned by the Board.
    • Able to work under stress, time constraints,and deadlines.
