DEFINITION

Under the day-to-day supervision of the Aging and Disability Resource Center Manager or ADRC Program Specialist and the designated supervising attorney, offers information, counseling and assistance related to individual eligibility for, and problems with, public benefits and services to include Medicare, Social Security, Medicaid, Prescription Drug Assistance, and other financial and consumer concerns to adults between the ages of 18 and up with a disability.

Coordinates with other county, community, and governmental agencies.


EXAMPLES OF DUTIES

Education, Experience & Special Requirements

Education, Training and Experience:


A Bachelor's Degree from an accredited college or university, preferably in a human service related field, and at least two years experience in a disability-related professional position required.

Experience with Social Security, Medicare, Medical Assistance, SSI, and other public benefit programs preferred.


Special Requirements:

Valid Wisconsin driver's license (or eligibility for) and access to reliable personal motor vehicle transportation.

New Disability Benefit Specialists must attend the introductory and ongoing training required by the Wisconsin Department of Health Services and the Aging and Disability Resource Center.


Background Check Statement:

Some positions may require a criminal background check which can include fingerprinting due to the nature of the job's responsibilities.

Wisconsin's Fair Employment Law, s , Wis. Stats., prohibits discrimination because of an arrest or conviction record.

However, Dane County may disqualify an applicant if the position's responsibilities are substantially related to the applicant's criminal history (e.g., the nature of the crime and its relationship to the position, whether hiring, transferring or promoting an applicant would pose an unreasonable risk to the business, its employees, customers and vendors, etc.) Management reserves the right to make employment contingent upon successful completion of the background check.


For Bilingual
Positions**:


  • Provide services in both English and the required foreign language (e.g., Spanish, Hmong, etc.).
  • Applicants being considered for Bilingual positions will be tested during the recruitment process. This may consist of either being able to respond to questions in that language (e.g., Spanish, Hmong, etc.) during the interview; or passing an oral translation (English to foreign language / foreign language to English) exam prior to employment.

Physical and Environmental Work Requirements:


Lifting 20 pounds maximum with frequent lifting and/or carrying of objects weighing up to 10 pounds; extended periods of sitting; intermittent standing, walking, and driving; using hand(s) for single grasping, fine manipulation, pushing and pulling, and operating controls; occasional bending, twisting, squatting, climbing, reaching, and grappling; communicating orally in a clear manner; distinguishing sounds at various frequencies and volumes; distinguishing people, objects or injuries at varied distances under a variety of light conditions.


Knowledge, Skills & Abilities
Knowledge of detailed, complex, and ever-changing public and private benefit systems; knowledge of planning, organizational, and problem solving strategies; knowledge of public service agencies, laws, and regulations governing or affecting community services for adults with disabilities; knowledge of and demonstrated compliance with professional ethics and boundaries standards and codes of conduct; knowledge of HIIPPA, privacy, and confidentiality standards of practice; excellent oral and written communication skills, advocacy skills, and organizational skills; strong attention to detail; ability to relate to people with disabilities and assess their needs; ability to deal tactfully with difficult situations;
