The Associate Governmental Program Analyst (AGPA) will independently resolve the most complex and difficult rebate program resolution issues with drug manufacturers.
Analyze drug utilization under state and federal law, regulation, and policy changes for potential impact on the Medi-Cal program.The AGPA plans and conducts large drug rebate disputes independently or as a part of a team; independently develops, recommends, and implements solutions to the most complex, difficult and/or sensitive drug rebate payment disputes brought by drug manufacturers.
Dispute resolution requires retrieving drug claims from databases into excel spreadsheets for fiscal and pharmaceutical utilization analysis. The AGPA alsodevelops and employs a variety of research techniques including computer formulas to identify aberrant claims data. Verification of the aberrant data includes utilizing analytical tools (i.e. statistical techniques and random sampling), researching on websites, consulting with a staff pharmacist, and contacting providers (pharmacies).As part of the proposal preparation and validation process, the AGPA shares data and analyses with his/her counterpart at the manufacturer.
May coordinate and chair in-person dispute resolution sessions with manufacturers' representatives. Prepares a final written resolution proposal and recommendation for management review and approval.Why Join DHCS?

Telework Information
This position is eligible to telework up to five days a week.
