Duties:


As a/an
Supervisory Budget Analyst, you will:


  • Exercise primary responsibility for the Office of Housing with regard to the development of budget initiatives; formulation and justification of all budget estimates; control of administrative operating budget; allocation of ceiling and staff-years in Headquarters and the field offices; developing and monitoring Funds Control Plan for Housing programs.
  • Produce a variety of management and special reports and analyses of program activity, new policy initiatives, prepared legislation and such other factors as affect program activity.
  • Serve as the principal advisor to the DAS for Finance and Budget on all matters, which effect Office of Housing programs and relate to legislation, and program administrative budgeting for Housing programs.
  • Represent the DAS for Finance and Budget before such HUD components as the Office of Budget and the Chief Financial Officer, Office of Legislation and Intergovernmental Relations, Office of General Counsel and before such nonHUD entities as the Congressional Budget Office, the Office of Management and Budget (OMB), and the Housing and Senate Appropriations and Budget Committees with respect to all phases of legislative planning, budget policy and planning and budget formulation, justification, execution and administration and funding for all Housing programs.
  • Review and evaluate the effectiveness of the multiple reporting systems which support the overall Housing field office monitoring, funding control, and budget and planning process and recommends modifications in them to meet changes in field monitoring requirements, fund controls requirements and budget formulation and presentation requirements established by the Congress, OMB or the Department.

The official duty station for this position will be in
Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications:


  • You must meet the following requirements by the closing date of this announcement.

Specialized Experience:For the
GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the
GS-14 grade level in the Federal service.


Specialized Experience for this position includes:

  • Supervising a team in the development of policies, systems, and procedures for budgeting and managing funds; AND**
    Providing guidance and oversight of a full range of budgetary functions and duties associated with all phases of the budget process ( e.g.

formulation, presentation, and execution); AND:

Working closely with senior executives and high-level agency officials, such as at the Assistant Secretary level, on an organization's strategic budget planning and formulation activities.
Experience may have been gained in either the public, private sector or
volunteer service
. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
