Description
Minimum Qualification:
• Ability to communicate effectively (verbally and in writing) with Department staff at various levels.
• A minimum of ten (10) years of IT business/industry work experience.
• A minimum of seven (7) years of experience in performing business analyses on IT projects.
• Experience in the use of Microsoft Visio for creating process model diagrams.
• Experience with Agile and Dev Ops methodologies.
• Experience translating business requirements into use cases/user stories and acceptance criteria.
The resource will be responsible for producing include, but are not limited to:
o Current (AS IS) business process and customer journey maps
o Process Improvement Logs
o Requirements for Future (TO BE) business processes and customer journey maps
o Process-focused Gap Analysis
o Solution-focused Gap Analysis
o Information Technology (IT) Solution Requirements
o Business Process Models (Diagram and Narrative)

Preferred Experience:
• Skills and experience in conducting meetings with individuals and groups of people to discuss business processes. The people involved may be at the manager level or end-user level. People may be business-oriented or technical (IT) staff. The contractor will be expected to be the lead in all meetings and discussions related to their analysis. Experience with Joint Application Development (JAD) techniques is beneficial.
• Excellent verbal/communication skills and writing skills.
• Excellent technical writing skills.
• Good problem-solving and critical-thinking skills
• Skills and experience conducting Cost-Benefit Analyses
• Skills and experience in business process re-engineering
• Skills and experience in deriving business process and data requirements from the reading and analyzing of process and systems documentation.
• Skills and experience in translating information from meetings and written materials into process models and/or process flow models.
• Writing skills and experience to create a data dictionary. Experience in Microsoft Word is required.
• Experience working with IT technical staff to determine the infrastructure components within which any potential solution or modification would need to be able to operate.
Education and Certification:
• A minimum of a bachelor's degree in computer science, Information Systems, Business Administration, or another related field; or equivalent work experience.
