GENERAL RESPONSIBILITIES:


Under general direction of the VP of Information and Institutional Effectiveness, the Cybersecurity Manager provides primary oversight and coordination of the daily cybersecurity operations for the District.

The Cybersecurity Manager supervises, designs, implements and supports the security and infrastructure of systems, servers, peripherals, and network devices.

The Cybersecurity Manager also manages, analyzes, plans, designs, implements, maintains, troubleshoots, and enhances large complex systems and networks security systems, processes, and policies (including but not limited to server virtualization, LANs, WANs, wireless technologies, and the physical and logical components that integrate these systems together as an enterprise networking backbone).


Incumbent serves as a technical architect and systems integrator for large complex systems or networks and is responsible for engineering and providing standardized solutions that are reliable, scalable, manageable, secure, and accessible.


Employees in this position serve as the supervising technical person in a work unit and provide consultation to other IT job classifications.

supervision ensuring standard policies and procedures are implemented.


DUTIES AND RESPONSIBILITIES:


  • The following duties are typical of those performed by employees in the classification, however, employees may perform other related duties not listed, and not all duties listed are necessarily performed by each employee._
  • Researches, develops, implements, and enhances a Districtwide IT security framework including security policies and procedures intended to prevent the unauthorized access, use, disclosure, modification, loss, or destruction of District data.
  • Serve as the District's Information Security Officer.
  • Draft, update, and maintain Board policies and administrative procedures related to cybersecurity.
  • Ensure District compliance with relevant legislation such as FERPA and GLBA.
  • Manage, maintain, and enhance the District's network authentication systems for wired and wireless network access.
  • Manage security policies on firewalls and servers to ensure those policies meet current requirements and are applied appropriately.
  • Perform security upgrades on the District's critical IT infrastructure and coordinates with technical staff on the implementation of various new cybersecurity initiatives.
  • Monitor security systems and identify, troubleshoot, diagnose, resolve, and report IT security problems and incidents timely; coordinate and conduct investigations of suspected breaches in IT Security in accordance with District policies.
  • Ensure effective patching and antivirus practices for workstations and servers district wide.
  • Supervise and assign cybersecurity, system, and networkrelated projects.
  • Responsible for the design, implementation, and maintenance of the District user directory services.
  • Manage the District's technology infrastructure including but not limited to firewalls, backup, and disaster recovery systems.
  • Research, identify, coordinate and play key role in the implementation of appropriate IT security systems, technology, and controls including firewalls, intrusion detection/prevention and vulnerability scanners.
  • Automate, innovate and standardize networking hardware, software, and support practices to continually improve the effectiveness of the College's System and Network Operations.
  • Troubleshoot problems with computer systems, including troubleshooting hardware and software, network, and peripheral equipment problems; coordinate and/or assist in making repairs and corrections where needed.
  • Maintain vendor and outside consultant contacts, partnerships, and relationships related to the implementation and support of the District's IT security architecture, programs, and purchasing.
  • Support key IT infrastructure associated with proper operation of data centers, MDFs, and IDFs (i.e. monitoring, HVAC, physical security, UPSs/generators, fire suppression).
  • Develop documentation for training and documenting cybersecurity technology processes, user manuals and job aids.
  • Serve on district standing committees as assigned.
  • Recommend area budget priorities to support current or implementation of new cybersecurity technology systems, prepare cost estimates, submit justifications for expenditures, and monitor and control expenditures.
  • Represent the college in county and statewide college cybersecurity activities.
  • Develop and maintain documentation for WKCCD's network and systems infrastructure.
  • Respond and resolve issues related to LAN, WAN, and systems.
  • Respond to any cyber incidents or events or emergency IT security situations.
  • Develop and maintain the District's incident response plan.
