- Must be able to successfully perform the duties of the HR Analyst position in the recruitment division, to include managing requisitions, posting jobs to internal and external websites, screening applicants, interviewing and onboarding.
- Responsible for creating and screening requisitions for Executive Leadership and/or Council appointed positions.
- Assist the Recruitment Manager in creating recruitment strategies, networking, developing job analysis techniques and procedures.
- Research new trends in the recruitment industry and continuously work to identify new recruitment resources, techniques and tools available.
- Provide reports and analyze department vacancies, turnover trends and hiring analytics.
- Work directly with HR liaisons at each City department to strategize on vacancy reductions and improve hiring processes.
- Responsible for Vacancy Review Committee (VRC) requests, to include logging and tracking requests, and communicating VRC decisions to departments.
- Train new HR Analysts in the recruitment division, as well as assist in the training of new hiring managers to recruitment processes and procedures.
- Serve as a subject matter expert for the recruitment division.
- Interpret HR policies and procedures, respond to requests from employees, management, outside agencies, and the general public.
- Maintain confidential personnel records and respond to open records requests including internal and external auditor requests.
- May be responsible for approving and verifying transactions in HRIS system of record (INFOR), with ability to troubleshoot and correct errors.
- Act as a proxy to approve and open requestions in the absence of the HR Analyst or when requested by the Recruitment Manager.
- Oversee the City's Internship programs and area workforce program opportunities.
- Facilitate recruitment activities across various social media platforms.
- Partner with local colleges and universities on recruitment initiatives.
- Responsible for planning, organizing and facilitating City participation at area job fairs or hiring events.
- Represent the City at job fairs and special events, both virtually and in-person.
- Will assist with special projects as assigned.
- May be asked to perform other duties as assigned.

- Minimum of 4 years of experience
- A combination of education and pertinent experience may be considered
- A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
- Knowledge of City, State, and Federal policies and regulations relating to assigned area(s) of responsibility.
- Knowledge of English usage, spelling, and punctuation.
- Knowledge of research methods.
- Knowledge of modern office practices, procedures, equipment and, depending on the individual job requirements, clerical techniques.
- Knowledge of basic mathematical principles, methods and computations.
- Skill in operating a personal computer and utilizing rudimentary software.
- Ability to communicate clearly and effectively.
- Ability to establish and maintain effective working relationships with City staff and the general public.
- Ability to compile, organize, and maintain accurate and complete records and files.

Overview
The Senior Human Resources Analyst in the Recruitment division is responsible for overseeing the execution of various Human Resources processes in support of the division.
Responsible for compiling data for performance measures, tracking and verifying information, providing reports, participating in recruitment events, and maintaining personnel files.
