    Description


    The City of Edmonds is seeking a full-time Municipal Court Judge to fill this elected position for the remainder of the current Judge's term.

    The incumbent will be vacating their seat as of 5/1/2024. A temporary Judge has been appointed to serve in this position from 5/1/ /31/2024. The judicial appointment to this position will take effect 6/1/24. Applications will be accepted through 11:59 PM on Wednesday, 5/8/2024.

    About the Position


    The Municipal Court Judge is the Presiding Judge of the City of Edmonds Municipal Court and presides over and adjudicates a variety of hearings and trials related to infraction cases, criminal misdemeanor and gross misdemeanor cases in accordance with established legal procedures as prescribed in Washington State law; imposes appropriate sentences and penalties as prescribed by law; communicates with other city, county and state criminal justice agencies.


    The person selected must take an oath of office, be bondable and must be willing to be contacted nights and weekends for review and signing of search warrants.

    The Presiding Judge must comply with the General Rule 29 (GR 29), The Code of Judicial Conduct and be subject to ethics laws applicable to this office.

    The person appointed as Presiding Judge shall be a citizen of the United States of America and of the State of Washington and a resident of Snohomish County.

    About the Department


    The Edmonds Municipal Court is located within the Maxwell McGuineess Public Safety building and shares the courtroom with the City Council.

    Staffing in the Municipal Court consists of a Court Administrator, Assistant Court Administrator, Court Lead and four fulltime equivalent Court Clerks.

    There are also two full time Probation Officers who ensure compliance with pre-trial and post-conviction orders. The Judge is appointed by the Mayor, subject to confirmation by the City Council. The judicial appointment to this position will be effective on June 1, 2024 and will expire December 31, 2025.

    The position is an elected position, and the successful candidate will serve out the current term and must file for election by the application deadline in 2025 and be duly elected to continue in the position beyond the termination date.

    Currently court is held on Monday and Tuesday afternoons, all day Wednesday and Fridays and alternating Thursday and Fridays are reserved for jury trials.

    On days court is not in session the judge is expected to conduct probable cause and warrant reviews on a daily basis, including weekends.

    There is also a substantial amount of time spent reviewing requests, reviewing and signing search warrants, responding to motions, and deciding written mitigation and contested hearings.

    As presiding judge and pursuant to GR 29 you are also expected to be actively involved in the administration of the Court.

    The City recognizes the need for judicial independence.

    Consistent with GR 29, the Presiding Judge has independence from the executive and legislative branches in carrying out the Court's judicial responsibilities.

    The expectation is that the Court and the City Administration will have a positive working relationship.

    Examples of Duties

    Necessary Knowledge, Skills and Abilities


    • Considerable knowledge of the standards for municipal court administration in the State of Washington;
    • Considerable knowledge of proper courtroom procedure and the rules of evidence;
    • Working knowledge of criminal law;
    • Working knowledge of local ordinances, laws and procedures;
    • Skill in supervisory principles and practices;
    • Ability to grasp complex factual data, draw appropriate conclusions and formulate sound legal decisions;
    • Ability to communicate complex legal ideas and/or decisions to a variety of audiences in clear, comprehensive and professional manner;
    • Hear and weigh testimony and evidence;
    • Ability to impose appropriate sentences and penalties in accordance with the laws of the State of Washington;
    • Ability to communicate effectively both orally and in writing;
    • Ability to read, interpret, apply and explain codes, rules, regulations, policies and procedures;
    • Ability to establish and maintain effective working relationships with the City Administration, City Council, City Prosecutor, Police Department, Public Defender, Court staff, and the general public.
    Minimum Qualifications

    Education and Experience


    Juris Doctor (JD) degree from an accredited law school, license to practice law in the state of Washington, membership in the Washington State Bar Association, and five (5) years' experience as a practicing attorney or judge.

    Experience as a court commissioner, municipal/district judge, or judge pro-tem preferred.

    The selected judge may be required to undergo a reference check, credit check and background check prior to appointment.

    Supplemental Information

    Compensation

    The City and Presiding Judge will enter into a judicial services agreement which will address compensation. The position is currently paid at 95% (ninety-five percent) of the salary of a district court judge.

    Benefits

    This position is eligible for standard City benefits including the following:


    • Eligibility to enroll in the City's group Medical, Dental and Vision insurance benefits. Currently, the City pays 100% of the premium for employees and 90% of the premium for any spouse/domestic partner and/or dependents enrolled.
    • As this is an appointment for an elected position, membership is optional in the Public Employees Retirement System (PERS) through the Washington State Department of Retirement Systems (DRS). Those who choose to participate in PERS will be required to also participate in the Judicial benefit Multiplier (JBM) program. Prior PERS members will continue in their previous plan, new members will be required to join Plan 2.
    • Participation in the Municipal Employees' Benefit Trust (MEBT) in leu of Social Security. Enrollment includes a Life Insurance policy of $100,000 and Long-Term Disability coverage.
    • A term life insurance benefit of up to $100,000, a basic spousal benefit of $1,000 and a dependent benefit of up to $1,000. This policy also includes an equivalent Accidental Death and Dismemberment (AD&D) benefit for the employee only.
    • Eligibility for the City's Employee Assistance Programs (EAP).
    • Paid holidays equivalent to what is provided to non-represented employees.
    • Optional participation in our 457 Deferred Compensation plan (no City match).
    • Optional participation in the City's Flexible Spending Arrangement for Medical, Day care and Transportation expenses.
    • Optional participation in supplemental benefits through AFLAC.
    As an elected position, the municipal court judge is not eligible for the following benefits:

    • HRA-VEBA Contributions
