    Purpose

    To outline essential job duties, qualification requirements and working conditions for the position.

    Essential Job Duties
    • Performs complex and thorough commercial and residential pre-construction plan review for compliance with applicable building, plumbing, mechanical, fire, environmental, flood hazard, design, energy, accessibility and other related codes and ordinances. Documents plan review issues and conducts code research.
    • Represents the building/fire division in pre-application meetings.
    • Performs inspection of residential and commercial buildings to verify plans are in compliance with approved plans, codes and ordinances.
    • Explains, interprets and provides guidance regarding applicable codes to architects, engineers, contractors, developers, owners and the public. Advises on areas of non-compliance and actively assists in resolving issues.
    • Works collaboratively with code compliance officers, building and fire inspectors, permitting staff, planners, engineers and other City staff so that all aspects of a project can be well coordinated. Consults effectively with staff on processes, projects, interpretations and inquiries.
    • Maintains complete and accurate records of approved plans and correspondence for each project.
    • Provides guidance to customers for the permit application process. Tracks documents submitted for review. Monitors application progress. Assists in calculating review fees.
    • Updates and maintains handouts, brochures and technical data sheets to provide accurate and up to date information on regulations.
    • Assists and advises departmental and interdepartmental staff on technically difficult and complex aspects of building code and fire code compliance.
    • Provides research and input on codes and amendments.
    • Prepares correspondence, reports or other documents, keeping others adequately informed.
    • Creates, updates and implements process improvement procedures, tasks, workflows and systems.
    • Maintains current desk procedures and tasks to explain position responsibilities.
    Other job functions:
    • Supports Building Inspectors with building, mechanical, fire and plumbing inspections as qualified.
    • May assume the role of Building/Fire Code Official, related to code interpretation, during absences.
    • Performs other duties as assigned.
    Qualification Requirements
    • Bachelor Degree in construction management, architecture, engineering or closely related field.
    • Three years of experience in building and/or fire code inspection and plan review.
    • Must possess ICC Building Plans Examiner (B3) certification and maintain through employment.
    • Must obtain ICC Residential Inspector (B1) certification within one year of hire and ICC Fire/Plans Examiner (F3) certification within two years of hire and maintain both through employment.
    • Lawful and active driver license. Must obtain WA State license within six months of hire.
    • Bilingual, English and Spanish, language abilities preferred.
    Requires knowledge of:
    • The field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in this job description.
    • Safety and security hazards, precautions, standards, policies and procedures.
    • Construction methods and materials common to commercial and residential construction projects.
    • Relevant building and fire codes. Principles and practices of construction inspection.
    • Basic engineering standards and codes.
    • Recordkeeping; Time management; Mathematics; English composition and grammar.
    • Computer operation and software including Microsoft Office suite of products, permit management systems and electronic permit review.

    • Maintain current knowledge and adapt to new technologies, keeping technical skills up to date.
    • Work independently and cooperatively as a member of a team.
    • Proficiently perform software functions including Word, Excel, permit management systems and electronic plan review. Type accurately and proficiently.
    Working Conditions
    • Works in an office or meeting room setting and at field locations in construction settings often in dusty and dirty environments in all weather extremes with noise levels that may require hearing protection.
    • Attends meetings or performs duties outside of normal office hours and travels by car.
    • Exposed to heavy equipment and possibility of exposure to electrical, waste and industrial hazards.
    • Possibility of exposure to irate or hostile individuals.
    Requires the ability to:
    • Use appropriate safety equipment and follow safety policies, practices and procedures.
    • Maintain good eye sight, required for close and distant vision.
    • Sit or stand for long periods. Walk, reach with hands and arms, climb, balance, bend, stoop and kneel.
    • Lift and/or move up to 25 pounds and occasionally up to 75 pounds.

    At its sole discretion, the City of Wenatchee may consider combinations of education, experience, certifications and training in lieu of specifically required qualifications contained herein.

    This is an FLSA exempt position and, as such, is not entitled to overtime. The position is also subject to an "employee at will" doctrine.
    • Vacation leave will be earned at a rate of 10-hours per month and will be available for use upon successful completion of the initial review period.
    • Sick leave will be earned at a rate of 8-hours per month.
    • Annual Paid Holidays (1st year prorate): Eleven 8-hour designated holidays (11th holiday for AFSCME positions under MOU through one 8-hour floating holiday.
    • Medical/Dental/Vision plans. We have two health plans to choose from: 1) High Deductible Health Plan (the City pays 100% of the employee premium); or 2) $250 deductible plan (the City pays 90% of the employee premium). The High Deductible Plan includes a City contribution to a Health Savings Account (HSA) in the amount of $125/month for the employee or $250/month for the employee with dependents. The City pays 75% of dependent premiums under either plan.
    • Membership in the WA State Public Employee Retirement System (PERS).
    • Optional participation in a Section 457 Deferred Comp Plan with a City match up to 2% of base pay.
    • $25,000 basic life/$25,000 AD&D insurance policy with premiums paid by the City on the employee's behalf.
