These positions are open to the general public and to all current city employees covered under the terms of the City's collective bargaining agreement with the AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES (AFSCME) - (BARGAINING UNIT #01, 03, 04, 05).
Only employees currently in City job titles in this bargaining unit are eligible to bid.

Under supervision, functions at the senior level, providing paraprofessional legal and administrative support to attorneys, and performs related duties as required.


ESSENTIAL DUTIES

  • Serves as the department's Freedom of Information Act Officer.
  • Gathers all documents and records relating to any FOIA requests received and drafts final correspondence to the requestor including followup as needed.
  • Reviews contract documents and templates.
  • Support attorneys in the drafting, review, negotiation, and finalization of a variety of solicitations, contracts and contract related materials, and correspondence.
  • Prepare and assist in the development and implementation of template agreements and department policies and procedures from initial drafting to finalization.
  • Assists attorneys in all phases of pretrial, trial, and posttrial functions, including those ranging from a routine to a complex nature.
  • Collects and organizes information and legal documents to respond to subpoenas, requests for information, and other requests and to assist in preparing for motions, trials, and depositions.
  • Reviews and examines legal digests to conduct legal research for attorneys' use in legal proceedings.
  • Researches and analyzes statutes, judicial decisions, and legal codes for attorneys' use in legal proceedings.
  • Prepares and summarizes legal documents.
  • Abstracts depositions, briefings, and complex transcripts to summarize statements of deponents.
  • Prepares and maintains documents for motions, pleadings, claims, and disputes.
  • Indexes and files documents for contract management and record keeping purposes.
  • Monitors and tracks attorneys' workloads to ensure effective project management.
  • Prepares exhibits and documents for use in legal proceedings.
  • Delivers legal or proprietary documents to offices, personnel, and courtrooms, as required.
  • Coordinates and oversees routine legal functions of subordinate staff, as required.
  • Trains and orientates paralegal staff in office methods and procedures, as required.
  • Responds to inquiries, distributes notices, and prepares outgoing documents for mailing.
  • Notarizes documents, as required.

Qualifications


Ø Graduation from an accredited college or university with a Bachelor's degree, and a
paralegal certificate from a paralegal training program accredited by the American Bar Association, or an equivalent combination of education, training and experience.

SELECTION REQUIREMENTS

  • Previous experience processing Freedom of Information Act (FOIA) requests.
  • Previous experience reviewing and interpreting contracts.
  • Legal research expertise using electronic resources (i.e., Lexis-Nexis and Westlaw).
