    Pro2Serve is an employee-owned company headquartered in Oak Ridge, Tennessee, that provides architecture and engineering (A-E), construction management (CM), cost engineering, physical security, program management / integration, and environmental services to our federal and industrial clients, including the Department of Energy (DOE), National Nuclear Security Administration (NNSA), United States Army Corps of Engineers (USACE), and U.S. Air Force (USAF).

    About the Job

    Professional Project Services, Inc. (Pro2Serve) has an exciting opportunity for a Business Development (BD) Manager. As a key member of the BD Team, the BD Manager will play an integral role executing the growth strategy of the company through the development, maintenance, and growth of a customer-oriented pipeline and capturing new business. This position reports to the Director of Business Development. Travel is anticipated to be approximately 30%-40% of the successful candidate's schedule. Potential for remote work exists.     Job Description

    The BD Manager position combines the need for strategic thinking, a high business acumen, strong project management skills, and the ability to develop and express clear and compelling win themes, discriminators, and differentiators in proposals. The position requires an outgoing individual driven to succeed with the demonstrated ability to work collaboratively with other members of the BD Team, line management, and the technical staff.

    Essential Duties and Responsibilities:

    • Develop, maintain, and manage customer-oriented pipeline;
    • Advance opportunities through the capture process starting from identification through proposal submission by gathering intelligence and assessing Probability of Win (PWin) during gate reviews to make sound go/no go decisions for each opportunity;
    • Develop and execute capture plans for opportunities within the pipeline to include program summary, strategic importance, customer engagement strategy, development of win themes / discriminators / differentiators, competitive assessment, gap analysis and teaming;
    • Work collaboratively with line management and technical staff to evaluate opportunities, meet with customers, and develop value propositions to present to potential teaming partners;
    • Support proposal development through writing of various proposal sections - e.g. technical / organizational management, project descriptions, resumes, small business plans - to convey compelling win themes / discriminators / differentiators to maximize scoring on federal government proposals.

    Skills / Attributes

    Candidates must have:

    • Demonstrated experience developing and growing pipeline
    • Demonstrated experience executing capture plans for opportunities with the federal government (e.g. DOE, USACE, etc.);
    • Established customer and industry relationships;
    • Strong work ethic;
    • Strong project management skills, including time management and organizational skills;
    • Excellent written and oral communications skills including presentation skills;
    • Process-oriented;
    • High business acumen;
    • Strong interpersonal skills and analytical ability;
    • Ability to handle multiple captures / assignments simultaneously and adapt to changing priorities;
    • Driven to succeed;
    • High degree of ethics and integrity;
    • Team player;

    Job Requirements

    • Bachelor's Degree is required in a Business or Technical Discipline;
    • Master's Degree in a Business or Technical Discipline is a plus;
    • 15+ years of progressively responsible experience

    Federal Government Clearance:

    This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and subsequent reinvestigations may be required.
