    Job Summary:


    The Clinic Manager is responsible for managing the daily operations in accordance with clinical practice standards, and established policies and procedures.

    Participates in risk management, utilization management, and quality control activities.

    Major Responsibilities / Duties / Critical Tasks:

    • Manages and coordinates daily operation of jail clinics - central, north, and juvenile
    • Oversees clinical care, infection control activities, and pharmacy management/utilization ensuring compliance with established regulations, protocols, policies/procedures and accreditation standards.
    • Responsible for daily operation of the department.
    • Provides direct supervision to staff.
    • Delegates duties to other personnel commensurate with their educational proficiency and job description, as needed.
    • Compliance with Human Resources policies, including time and attendance and mandatory training.
    • Accountable for the identification and reduction of unsafe practices that could cause harm to patients.
    • Financial Activities: Ensures segregation of duties, timely and accurate monthly reconciliation of statements of account; assist with preparation of annual budget; assist with budget monitoring to assure appropriate spending.
    • Meets annual requirements for basic CPR certification, infection control, and safety.
    • Serves as key problem-solving resource for staff.
    • Maintains, implements, and communicates policies/procedures, quality assurance/improvement program, and accreditation standards to staff to assure compliance.
    • Performs recruitment, selection, orientation/training and evaluation of nursing staff and subordinates, as assigned by the Director of Jail Services, and as appropriate given licensure requirements.
    • Responsible for interviewing, training, and assigning new personnel.
    • Evaluate personnel and maintain records of performance.
    • Monitors clinical logs for accuracy and completion.
    • Assures proper personnel coverage for clinical areas.
    • Performs environmental inspections per regulations, standards and policies and procedures.
    • Collaborates with providers, medical professionals, consultants, community agencies, and institutions to improve the quality of services and resolve identified problems.
    • Participates in planning related to clinic and emergency/disaster response system.
    • Demonstrates accurate and timely documentation according to policy and procedures.
    • Responsible for procurement, storage, and routing of pharmaceuticals, supplies, and equipment.
    • Assist patients with concern and empathy; respect their confidentiality and privacy and communicate with them in a courteous and respectful manner.
    • Effectively interacts with patients, facility staff, and other health team members while maintaining standards of professional leadership.
    • If a licensed professional, provides direct patient care consistent with licensure and scope of practice.
    • Performs other duties within scope of practice as assigned.

    Accompanying Knowledge, Skills, Abilities and Competencies:

    • Requires strong verbal and written communication and interpersonal skills.
    • Requires critical thinking skills, decisive judgment and the ability to work with minimal supervision.

    Required Education / Experience:

    • Minimum of three (3) years of healthcare management experience.
    • LVN or RN preferred.
    • A combination of education and experience may be accepted.

    Working Environment:
    This position is within the Smith County Jail.
