***The Clinical Director is responsible for the overall management of Turning Point Community Services' (TPCS) Clinical and Supportive Services (CSS) division, encompassing key programmatic areas such as clinical services, case management, continued support, and auxiliary services. This role provides strategic leadership and visionary guidance to the organization and its personnel while ensuring seamless day-to-day operations of the programs. Collaborating closely with the Executive Director and other leadership team members, the Clinical Director will develop strategies to allow for continued growth.


This position has managerial responsibility, including conducting and participating in performance appraisals, assisting in recruiting, hiring, and training staff, and the authority to recommend action for line staff-level employees.


DUTIES AND RESPONSIBILITIES

  • Essential Tasks_
  • Direct overall management of all aspects and components of the CSS division.
  • Work closely with the Executive Director to ensure TPCS provides highquality mental health services to individuals and families.
  • Conduct traumainformed, evidencebased assessment and treatment services for families in TPCS's housing programs, which serve children and adults.
  • Responsible for contract/grant tracking, billing, and reporting.
  • Act as an ambassador of the CSS division and increase awareness of the organization's services by presenting at conferences, networking events, and other speaking engagements.
  • Develop a network of appropriate resources, including communitybased organizations and social services providers.
  • Leadership Responsibilities_
  • Develop, implement, and maintain consistent policies and practices regarding program management, client services, and other agency protocols.
  • Work with other departments, agencies, systems, and institutions to maximize resources.
  • Actively participate in contract/MOU/Operational Agreement negotiations, grant writing, and other activities related to program acquisition and/or improvement. Ensure CSS contracts align with the agency's mission and values and are achievable.
  • Responsible for ensuring mental health programs achieve appropriate outcomes for children and families, as well as reaching target populations.
  • Ensure compliance with mental health service standards, laws, and ethics. Stay informed on how various laws and trends are impacting mental health services locally, statewide, and nationally.
  • Responsible for creating and implementing outcomesbased programs. This includes providing regular program reports on all programmatic activities for the Board, other directors, community partners, funders, and others as requested.
  • Maintain records and statistics to assist in monthly and annual report writing. Prepare narrative and data reports and submit them in a timely manner to the Executive Director for review. Responsible for all records, reports, and files to ensure an aboveaverage audit by all auditing agencies.
  • Management and Supervision_
  • Ensure adherence to regulatory requirements for clinical supervisors.
  • Provide clinical supervision/consultation to licensed and unlicensed staff/interns.
  • Provide final oversight of program recordkeeping systems, including electronic health records, HIPAA compliance, and quality assurance.
  • Work with others to address client complaints and conduct investigations as required.
  • Conduct relevant internal training to enhance staff skills and schedule appropriate external training as needed to support staff development.
  • Other Duties_

EDUCATION/EXPERIENCE QUALIFICATIONS

  • Mental health professional licensed in New Jersey. A licensed clinical social worker (LCSW) is preferred.
  • 3+ years of directorlevel, leadership, and/or management experience required
  • 5+ years of experience providing evidencebased mental health services to individuals and families experiencing trauma, poverty, and/or homelessness.
  • Advanced knowledge of standards and regulations governing community mental health services.
  • Knowledge of principles and practices of social work, social and economic issues, and government/federal, state, and local agencies.
  • Experience leading/supporting programs serving homeless families and victims/survivors of domestic violence/sexual violence.
  • Demonstrated experience working with and sensitivity to individuals from varying sociodemographic backgrounds, including the LGBTQIA+ community, HIVaffected, seniors, and individuals with substance use.
  • Bilingual (English/Spanish) preferred.
