Northrop Grumman's Chief Information Office (CIO) organization is seeking a full-time IT Program Manager (ITPM) to support Corporate Function and Service Delivery Program Management Office.

The enterprise ITPM oversees multiple programs and projects in support of the office of the CIO, Corporate functions, enterprise service delivery and program security statement of work.

Effectively interact with members of the enterprise services, IT, sector division and program leadership teams to optimize strategies in support of stated goals and objectives.

Improve systems integration and commonality within the area of responsibility while reducing costs and increasing productivity and cost competitiveness.


ITPM will manage proposal development, staffing plans, product, service acquisition, and foster collaborative relationships, thereby ensuring timely and cost-effective solution delivery and customer satisfaction.

The ITPM leads all aspects of implementing innovative information technology (IT) solutions that deliver value and enable strategic business initiatives.


Additional Duties Include:

  • Manage the operational aspects of ongoing Corporate Office project enhancements, processes.
  • Oversee/lead projects throughout all project phases. May be required to serve as project manager as needed.
  • Development of strategic plans and roadmaps in support of their assigned corporate function/IT service area.

Basic Qualifications:


  • Bachelors degree with 14 years' experience or a Masters degree with 12 years' experience, or equivalent work experience in technical or IT Program management type role for a large organization.
  • Demonstrated experience leading and managing multiple concurrent and complex projects.
  • Provide direction leadership over IT services and systems activities in support of customer's strategy development, budget, and cost management.
  • Coordination of project staffing, budget, external/internal resources, and timelines, as well as the creation and implementation of project management standards.
  • Must have familiarity with technical solutions, infrastructure implementations, process/project documentation, and/or liaison interfacing for large enterprise organizations.
  • Demonstrated ability to communicate and interact with a wide range of users from very technical to nontechnical, as well as individual contributors to executives.
  • Demonstrated experience leading matrix teams and collaborating with them for shared success.
  • Comfortable managing rapidly changing set of projects and priorities while maintaining a strong professional presence.
  • Selfstarter with strong attention to detail and the ability to function independently, meet deadlines and achieve commitments.
  • Oversee/lead projects throughout all project phases. Perform as project manager as needed.
  • Lead and champion organizational change management.

Preferred Qualifications:


  • Previous IT or enterprise services program manager experience.
  • Led execution of HRrelated projects and programs
  • Leadership of largescaled initiatives impacting the enterprise (ERP, HRIS, HRMS, etc.)
  • Prior midlevel or advanced experience as an IT Leader.
  • Experience with Agile based practices.
  • Understanding of continuous improvement concepts, process, and tools.

Salary Range:
$150,000 - $225,000

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eli
