    This position is located in the Office of Administration and Policy (OAP) in the Office of Enforcement and Compliance Assurance (OECA).

    The Director serves as a senior advisor to the Assistant Administrator, Principal Deputy Assistant Administrator, and Deputy Assistant Administrator on matters pertaining to the administrative, policy, regulatory, and legislative coordination of OECA.

    The Director is responsible for the directing and planning of all budget, financial, human resources, personnel, information technology, policy, and legislative coordination functions of OECA.


    Duties may include, but are not limited to:

    • Serving as the senior advisor to OECA's Assistant Administrator (AA) and Principal Deputy Assistant Administrator (PDAA) on policy and administrative issues in order to ensure that OECA can properly perform its enforcement functions and programs.
    • Developing policies and procedures in conjunction with the AA and PDAA to meet and achieve OECA and Agency goals and operations.
    • Represent OECA, the AA, and PDAA to other EPA leaders, federal agencies, Congress, and the White House by serving on workgroups and committees as well as participating in seminars, conferences, and meetings.
    • Orchestrating and leading the development, implementation, oversight, and evaluation of OECA programs and systems and their compliance within the scope of Agency operations.
    • Coordinating OECA's responses to new and existing legislation, Agency, Office of Management and Budget, Inspector General, and Government Accountability Office review systems.
    • Providing overall executive policy and administrative guidance and coordination of the OECA functions that are within the scope of OAP.
    • Performing supervisory human resources related functions over subordinate managers and employees, including employee performance evaluations and trainings.
    • Supporting and implementing OECA's diversity, equity, inclusion, and accessibility program and the Equal Employment Opportunity Affirmative Action Plan.

    The Ethics in Government Act, P.L , requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

    This position is designated as High Risk and requires a background investigation.

    Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

    The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position.

    Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.


    All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role.

    Typically this experience can be found in work within this field or a field that is closely related.


    As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

    A.

    Executive Core Qualifications (ECQs) - Mandatory for competitive applicants - Failure to address these factors individually within a limit of ten (10) pages total will result in your application being disqualified, unless you are a noncompetitive eligible applicant.

    ECQ - BUSINESS ACUMEN. Involves the ability to manage human, financial, and information resources strategically.

    Involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

    Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors individually within a limit of two (2) pages per factor will result in your application being disqualified.


    TQ - Demonstrated experience in simultaneous implementation of multiple complex and controversial agency-wide policies or processes, including communicating concisely and effectively, and negotiating differences to arrive at mutually acceptable outcomes.


    TQ - Demonstrated experience in program management and strategic and business planning that includes at least two of the following areas: budget and financial management, human resources and personnel management, information technology, and general policy and legislative coordination.

    This position is designated as SES General. The PLUM Act of 2022 requires the U.S.

    Office of Personnel Management to host a public-facing website with information on "policy and supporting positions" for the sitting Administration and each subsequent Administration.
