Position Summary:

Under general supervision, performs a variety of tasks and functions related to all procurement tasks for goods and services. Act as a liaison between vendors and the agency. varied and responsible procurement work as it relates to the bidding and contracting for goods and services agency wide.

Essential Functions:


  • This section serves to illustrate the more typical aspects of the work indicative of the classification. The primary functions of the classification are not to be considered a detailed description of every duty of each position allocated to the classification.
The responsibilities and essential duties typically performed by positions allocated to this classification on a frequent and recurring basis include:
_

  • Ensures the Authority's compliance with federal regulations in the utilization of public bids and proposals for the procurement of materials, supplies, equipment, and all contractual services, including professional, technical, design, maintenance and construction; ensures vendor/contractor compliance with the terms of contracts.
  • Coordinates the development of scope of work for solicitations and contract specifications by obtaining input from Executive Staff, Construction Project Manager, relevant administrative staff, architects, engineers, and consultants
  • Prepares all public solicitations, including Requests for Proposals (RFP), Requests for Qualifications (RFQ),
  • Invitations for Bids (IFB), requests for quotes and informal bids.
  • Ensures competitive procurement processes are followed and documented.
  • Develops scoring methodology and evaluation criteria associated with RFPs and RFQs.
  • Reviews all bids, quotes, and proposals to ensure they are responsive and responsible; recommends
- awards of formal contracts to HACFM Board of Commissioners.

  • Investigates and participates in piggybacking on contracts and purchasing agreements with other
- governmental agencies.

  • Monitors vendor/contractor performance and compliance with contract requirements and federal regulations from contract signing through contract close out.
  • Obtains independent costs estimates to ensure reasonableness.
  • Assists in negotiates pricing, terms and conditions of contracts.
  • Utilizes automated or electronic procurement and related technological systems.
  • Prepares award documents.
  • Conducts prebid meetings.
  • Maintains contract files and related documents.
  • Develops sources of supply, interviews vendors to obtain product information.
  • Assists in the development of purchasing policies and procedures implementing Federal, State, and other HACFM programs.
  • Provides customer support to HACFM staff concerning purchase requirements; accesses and locates information for customers, staff, authorized agencies and others.
  • Performs other related duties as assigned.

Qualifications and Competencies:


  • The qualifications and competencies required to perform the duties and responsibilities of this classification are:_
  • High level of communication skills, both verbal and written, including the ability to compile reports for members of the executive and management team.
  • Advanced knowledge of data entry, Windows, MS Word, MS Outlook, MS Excel, Internet and Email.
  • Ability to effectively prioritize own workload.
  • High level of record and file management.
  • Ability to use discretion and courtesy when dealing with vendors and personnel in the course of work
  • A typical way to obtain the qualifications and competencies is:_
Bachelor's degree in Business Administration, or related field from an accredited college or university. In absence of a degree can substitute with work experience. 2 years of work experience per 1 college year. 3-5 years' experience in directly performing public procurement activities and managing projects. Valid Florida Driving License. Ability to be covered under the Agency's fidelity bond and the Housing Authority's automobile insurance policy.


License Required


Valid Florida State Driver's License and acceptable driving record at time of appointment and throughout employment are required in this position.


Work Schedule and Additional Information:


  • Work hours are within 7:00 am 6:00 pm, Monday Thursday, with 60 or 30 minute lunch.

Terms of Employment:


  • This is an At-Will employment position.
