    The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.

    The NYISO's System & Resource Planning department invites applications for a full-time Senior Planning Engineer, Interconnection Coordination.

    The Senior Planning Engineer, Interconnection Coordination is responsible for coordinating, performing, and reviewing technical studies related to the interconnection of proposed new generation, transmission and load facilities to the New York State transmission system (i.e., interconnection projects). Especially coordinates, performs, and reviews technical studies related to the Cluster Study, but may perform or assist in other interconnection studies or planning studies as required. Generally a Senior Planning Engineer provides high level technical guidance to other System and Resource Planning staff or other departments as necessary.

    ESSENTIAL DUTIES and RESPONSIBILITIES

    • Review of proposed project facilities, including the conceptual design for interconnection of the project to the NYS transmission system, and associated modeling data provided for the project.
    • Preparation of the base cases to be used in the Cluster Study or other interconnection study.
    • Technical coordination with others involved in the performance of the Cluster Study or other interconnection study including the Interconnection Customers, Transmission Owners, consultants, and others as applicable.
    • Performance or review of technical analysis (power flow, short circuit, and/or stability analysis) for the Cluster Study or other interconnection study.
    • Evaluation and identification of any system upgrade facilities and/or system deliverability upgrades required for the proposed projects, and development of cost estimates for the identified upgrades.
    • Preparation or review of sections of the Cluster Study reports or other interconnection study report, and associated documentation.
    • Lead or participate in project study meetings.
    • Communication/coordination with other SRP and NYISO departments as necessary.
    • Assistance in preparation in various SRP or NYISO reports and filings as appropriate;
    • Assistance in responding to customer, regulatory, or other outside inquiries as appropriate.
    • Assistance in development or review of new or modified documents such as tariffs, manuals, reliability standards, etc., as appropriate.

    Qualifications include:

    • Bachelor's degree in Electrical Engineering or related technical field required; Master's degree desired. A concentration in electric power systems is preferred. Course studies related to power system planning and design, particularly transmission planning or design highly desired.
    • Seven years of experience in the area of power system planning or design, especially planning or design of transmission system facilities.
    • A basic understanding of electric power systems, standard business practices (e.g., contracts, accounting, etc.), and MS Office applications and programs is required or equivalent combination of education, training and experience.
    • Experience with computer software, models and databases used in transmission planning or interconnection studies, such as power flow, short circuit, and/or transient stability; or equivalent combination of education training and experience.
    • Knowledge of the following software tools preferred:
      • Power Flow (primarily the PTI PSS/E program)
      • Transfer Capability Analysis (TARA program or equivalent)
      • Stability (primarily PSS/E)
      • Short Circuit (primarily ASPEN)
    • Knowledge of reliability standards and practices related to power system planning and design, especially transmission planning and design.
    • Knowledge of the NYS electric power system desirable.
    • Excellent teamwork, interpersonal, and communication skills required.

    ADDITIONAL REQUIREMENTS

    • Ability to read, analyze and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write presentations and articles using prescribed techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups and/or boards of directors.
    • Ability to comprehend and apply principles of advanced calculus, modern algebra and advanced statistical theory. Ability to work with concepts such as limits, rings, quadratic and differential equations and proofs of theorems.
    • Intermediate competency in Windows operating environment using MS Office applications, e-mail and internet programs.
    • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
    • Ability to manage multiple different work streams and maintain organization.

    PHYSICAL DEMANDS
    While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand, walk, sit and use hands to perform routine office tasks. The employee is occasionally required to reach with hands and arms. The employee must occasionally lift and/or move up to 15 pounds.     WORK ENVIRONMENT
    The noise level in the work environment is usually moderate. Contact with staff and public will occur. Travel may be required to attend and/or conduct meetings, conferences and training. This position may require work on nights, weekends or holidays.
