    Position Overview

    We are seeking an enthusiastic, self-starter excited about joining our new Commission and having the opportunity to collaborate with teammates on strategies to support minority suppliers and vendors grow their businesses.

    Essential Functions

    Under general direction, serves as Personnel Specialist for the Commission on Equity and Inclusion (CEI).
    • Serves as the Hiring Officer.
    • Performs contractual hiring processes which include posting positions, compiling bid records, job presentations, position notifications, conducting background and reference checks and working Upward Mobility, Recall, and various other lists.
    • Processes personnel transactions.
    • Prepares, reviews, clarifies, and abolishes position descriptions.
    • Serves as Payroll Coordinator, providing technical support regarding state-wide policies and procedures for payroll operations.
    • Administers Master Timekeeper functions for the CEI.
    • Serves as the Family and Medical Leave Act (FMLA) and Leave of Absence (LOA) Coordinator.
    • Conducts special projects regarding personnel related issues.
    • Maintains control of confidential documents such as performance evaluations, bid records and medical information.
    • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
    Specialized Skills

    Of the two (2) years of professional human resources experience
    • Requires experience with the State hiring processes.
    • Requires experience with the State Payroll and timekeeping processes.
    • Requires Interview and Selection certification through CMS.
    Minimum Qualifications
    • Requires knowledge, skill, and mental development equivalent to completion of four years of college
    • Requires two (2) years of professional human resources experience.
    Preferred Qualifications

    Prefers extensive knowledge of the Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, Federal Merit Standards, Equal Employment Opportunity Act and Civil Rights Act and guidelines derived therefrom; and departmental policies, procedures and processes.

    Employment Conditions

    This position requires the applicant to pass a background check.

    Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.

    Requires a valid driver's license and the ability to travel.

CEI's mission is to increase participation in the State procurement process by assisting minorities, women, veterans, and persons with disabilities with contracting opportunities with the State through the certification, compliance, and outreach programs under the BEP and VBP.
