Public Housing Tenancy Ops
- Salary range: $64, $113, The New York City Housing Authority seeks an Assistant Director for Low Income Housing Tax Credit (LIHTC) oversight within Public Housing Tenancy Operations. This position reports directly to the Deputy Director for Mixed Finance Oversight. The Assistant Director is primarily focused on supporting Property Management within the Mixed Finance portfolio (properties with LIHTC, Section 8 and public housing units) by ensuring NYCHA's compliance with LIHTC requirements and providing related training.
- This is a critical position on a dynamic team that prioritizes excellent customer service, detailed LIHTC knowledge and an ability to anticipate and mitigate issues.
- Responsibilities include:
- Oversee a field and centrally-located team directly responsible for assisting and supporting mixed finance properties with LIHTC requirements.
- Train development staff; assist with training material development and planning.
- Liaise with NYCHA departments, such as Compliance, Law and Performance Tracking & Analytics Department, as well as external stakeholders, such as Housing Development
Corporation, to conduct research, analyze workflows, assess operating procedures, and review local, state, and federal regulations as they relate to LIHTC policies and requirements.- Resolve issues and mitigate risks related to LIHTC and Property Management, including escalating issues/risks as appropriate and developing new processes.
- Build and maintain collaborative relationships with Property Management and other stakeholders to ensure optimal program participation.
- Ensure all appropriate audits and inspections are completed as per LIHTC rules, and submissions are appropriately sent to NYCHDC.
- Collaborate with IT on enhancements to support the unit (this will be significant as new technology will be rolled out in the foreseeable future).
- Some onsite field presence required to conduct reviews of LIHTC files and compliance with record keeping requirements.

- Minimum Qualifications1. A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time, progressively responsible experience in real property management, at least 18 months of which must have been in a managerial capacity involving the supervision of a large staff of property management agents and/or housing development specialists and requiring independent decision-making concerning program management or planning, allocation of resources and the scheduling and assignment of work. - A baccalaureate degree from an accredited college and four years of experience described in "1" above, including eighteen months of experience in managerial capacity; or
Experience in renting must have included interviewing prospective tenants, qualifying tenants' income and background, and/or assuring that vacancies are ready for occupancy.
Experience in operating must have included overseeing maintenance and repair of building operating systems, and overseeing staff to assure that necessary work is properly completed.
