- Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department's or agency's Equal Employment Opportunity objectives.
- Ability to function as a member of the senior management team and to be an effective leader over a highly sensitive program with large and multidisciplinary teams.
- Knowledge and awareness of the DSH Stiavetti v. Clendenin court case.
- Ability to analyze legal principles and apply to complex program administration problems and implement an effective course of action, including as a response to litigation; and represent (the department) in court/deposition and/or legislative hearings.
- Ability to utilize data and present ideas and information effectively verbally, in writing, and through visualizations to support program performance, patient outcomes, compliance measures, and change management including the ability to use data narratively and visually; identify issues in program implementation and drive the development and implementation of corrective action plans.
- Demonstrated experience facilitating large groups to develop and implement policy or effective change with internal and external partners. Ability to develop strong relationships with internal and external stakeholders and work on complex and sensitive issues.
- Knowledge related to the process involved in managing the evaluation and commitment of defendants and individuals who are found Incompetent to Stand Trial (IST).

Under the direction of the Deputy Director, Patient Care Coordination Division (PCCD), the incumbent serves as a member of the executive leadership team and is responsible for leading the statewide effort to develop and implement a comprehensive plan related to high-profile and sensitive litigation.
Provides high-level coordination, policy direction and decision making regarding the intersection of the department divisions, state hospitals and DSH program services delivered in partnership with county mental health departments, County Sheriffs, and community service providers that all have an integral role in the successful implementation of the Incompetent to Stand Trial (IST) Solutions plan.
Assists the Director and Chief Deputy Director, in policy formulation and implementation related to the IST Solutions plan; and acts on behalf of the Director in representing the Department with the Governor's Office, the Legislature, the Court, and other stakeholders on matters involving litigation.

Consistent with DSH Policy Directive 5338, Telework may be considered with prior approval from management.
If approved, incumbent is expected to provide in-office coverage on a rotational basis, and attend a variety of face-to-face meetings, and/or may travel throughout California as needed, with prior notice.
Travel up to 10 percent of time may be required. Travel is reimbursed from the incumbent's headquarters in Sacramento. Incumbent is expected to report to the Allenby building in Sacramento at least twice per week.Minimum Requirements

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.
CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
