Job Description

The Financial Analyst will provide support to the U.S. Army Medical Materiel Development Activity (USAMMDA). The individual will work with one of the Project Management Offices (PMOs) dedicated to creating medical products such as drugs, vaccines, devices, and medical support equipment. USAMMDA plays a crucial role in safeguarding the lives of military personnel by developing medical solutions to ensure preparedness and top-notch medical care for Department of Defense (DOD) staff. This role is based in Ft. Detrick, Maryland. Key responsibilities include:

Assisting product managers with financial tasks related to purchasing goods/services
Contributing to various stages of the Planning, Programming, Budgeting, and Execution System, covering aspects like Program Objective Memorandum Program Decision Memoranda, Program Budget Decisions, Future Years Defense Program, and Budget Estimate Submission, Execution Reviews, Fiscal Year Budget Planning
Utilizing the General Fund Enterprise Business System (GFEBS) to create Purchase Requisitions, producing monthly financial reports on obligations and disbursement rates, and running multiple queries
Compiling contract packages to expedite award processes and streamline acquisitions, ensuring smooth operation of contracts and agreements
Analyzing and presenting reports on program planning and execution data, updating financial plans with release schedules, current fiscal year activities, and preparing brief-worthy reports for senior management
Suggesting strategies for optimal fund utilization in budget and planning cycles, evaluating obligation and disbursement rates against the budget. Addressing financial challenges effectively and proposing solutions to ensure proper fund allocation. Creating contract packages to support timely awards and enhance acquisition processes
Displaying the capability to manage high-pressure situations with clarity, focus, and professionalism, and promptly responding to urgent tasks

REQUIRED QUALIFICATIONS:

Bachelor's Degree in Finance or a related business area, or equivalent combination of education, professional training, or work experience
5+ years of experience in finance or business analysis, preferably in a governmental setting
Proficient in Microsoft Excel Spreadsheets
Strong written and verbal communication skills
Must be a U.S. citizen and eligible to obtain a NACI (TI) – Public Trust Clearance
Passing background and drug tests is mandatory
