Duties:


DUTY 1:

Conducts detailed analysis and process-mapping of all aspects of USAF's enterprise budgeting, financial management and financial services processes and systems.


DUTY 2:
Exercises liaison advisory and coordination responsibilities across the Air Staff and USAF Secretariat.


DUTY 3:

Represents the parent organization with a variety of Air Staff, Major Command, Combatant Command, and functional area organizations throughout DoD.


DUTY 4:

Develops solutions and provides advice and assistance to USAF Comptroller and Financial Management/Financial Services officials regarding programs, policy and systems support required to effectively meet current and long-range program goals and objectives.


DUTY 5:
Conducts complex surveys Air Force wide in support of activities and projects planned and executed globally.

  • All new DCIPS employees are required to complete a twoyear DCIPS trial period.
  • Position is designated Specialsensitive and incumbent requires a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A nondisclosure agreement must be signed.

  • Leave accrual may be authorized upon request
  • This position is in the excepted service authorized by the Title 10 U.S.C. and covered by Defense Civilian Intelligence Management System (DCIPS). The employee must sign a Statement of Understanding prior to occupying a DCIPS position.
  • Polygraph: Incumbent is required to undergo a counterintelligencescope polygraph examination.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Irregular duty hours, nights or weekends may be required as workload demands.

Qualifications:


This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM)

Qualification Standards for General Schedule Positions, Administrative and Management Positions.-
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of common project management practices, procedures, regulations, precedents, and guidelines; this includes knowledge of sensitive security programs and procedures.
  • Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues impacting effectiveness and efficiency of work operations in a major enterprisewide program.
  • Skill in planning, coordinating, and executing logistics management actions and associated automated records transactions; and understanding AF and DoD automated financial management and accounting systems.
  • Ability to plan, organize, and negotiate effectively with managers and analysts to assess, prioritize, and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
  • Ability to communicate effectively, both orally and in writing, understands and negotiates complex issues, and maintains good working relationships.

Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.


PART-TIME OR UNPAID EXPERIENCE:
Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
