Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).


Minimum Qualifications:


You must possess a license and current registration to practice pharmacy in New York State, and two years of post-licensure experience.


Preferred Qualifications:
Experience in managed care and/or pharmacy benefits management. Knowledge of pharmacy utilization management practices, formulary evaluation and drug rebate programs. Strong analytical skills are required in order to evaluate large amounts of clinical and/or financial data. Strong presentation skills.

Comprehensive knowledge of Medicaid managed care and fee-for-service pharmacy programs including but not limited to clinical drug evaluations, physician and pharmacy billing.

Strong organizational and follow-up skills and the ability to manage multiple tasks and priorities.


Duties Description


The Medicaid Drug Rebate Program (MDRP) is a program that includes Centers for Medicare & Medicaid Services (CMS), state Medicaid agencies, and participating drug manufacturers that helps to offset the Federal and state costs of most outpatient prescription drugs dispensed to Medicaid patients.

This incumbent will function as a pharmacist within the Global Cap, Rebates, and Supplemental Programs Bureau within OHIP's Division of Finance and Rate Setting (DFRS) in the tracking, analyzing, and responding to drug rebate pharmacy and physician billing issues.

This position will be responsible for various functions within the Pharmacy Rebate Medicaid Program.

Duties include but are not limited to:
1) Track newly reported drugs and maintaining tables containing covered outpatient drugs
2) Maintain the State's NDC/HCPCS Crosswalk
3) Periodically provide guidance and oversight to contract staff regarding new drug billing codes for quarterly invoices
4) Review quarterly rebate invoices to ensure proper billing
5) Keep record of newly terminated and bankrupt manufacturers
6) Work with the State's contractor to guarantee timely and accurate invoices

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
