Job Summary:

The ERSEA Specialist serves oversees and monitors ERSEA; Eligibility, Recruitment, Selection, Enrollment & Attendance. The ERSEA Specialist may be asked to assist with additional family service priorities as needed.

The ERSEA Coordinator will work collaboratively with Family Services Leadership and center level Family Advocates as they identify and meet goals established in Family Partnership Agreements; most notably in the area of Attendance.


Essential Duties & Responsibilities:


The ERSEA Specialist will ultimately be evaluated on a combination of skills, dispositions and behaviors, some of which are related to the specific service area of this position and others that represent general expectations of all Easterseals, employees.

He/She will use knowledge of the principles of ERSEA to collaborate with related service areas and communicate with internal and external stakeholders.


The ERSEA Specialist will:

  • Oversee the recruitment of families in all program options working with community partners and possible school districts and/or private day care provider collaborations. This will include working with Family Services Coordinator(s) and Deputy Director with the development and implementation of recruitment plans with a focus on categorically eligible families, children with special needs and centers with low enrollment/waitlists.
  • Support program leadership in the Community Assessment Process and the annual development of the program's Selection Criteria.
  • Follow the Head Start Performance Standards in determining eligibility, selection and the enrollment of families into our program while maintaining an active waitlist.
  • Ensure coordination with Director of Analysis to maintain a seamless eligibility and enrollment process.
  • Work with Family Services Coordinator and Health Coordinator in placement of families on advocate caseload
  • Coordinate with the Education Leads with placement of children following Head Start Standards and
program's best practices.

  • Collaborate directly with school districts and private day care providers to ensure that all enrollment requirements are followed. Keep abreast of new or revised Head Start compliance in ERSEA utilizing Policy Clarifications, Program Information and Memorandum of Information
  • Provide annual trainings for all FS/H staff and on boarding to new staff on Eligibility, Selection, and Enrollment
  • Assist the Family Services and Health Leadership with monitoring of Attendance
  • Assist with the monitoring of the ERSEA section of child file and data system
  • Maintain ERSEA Master Binder and other documents as deemed necessary
  • Support the Director of Family Services, Health & Nutrition as needed

Essential Job Responsibilities
The ERSEA Coordinator's responsibilities chiefly fall within the following core functions, although s/he may perform other tasks as needed:

Recruitment, Selection, and Enrollment

  • Ensure the eligibility, recruitment, selection, enrollment, and attendance to meet the needs of families in response to community assessment._
  • Recruit those most in need of Head Start services, including previously underserved populations from a defined recruitment area.
  • Select children and families based on approved "Selection Criteria" and maintain a waiting list of eligible children to enroll in the event of attrition.
  • Assign children to program options (centerbased) that best meet the needs of their families
  • Maintain the funded enrollment level, fill vacancies as they occur, and analyze enrollment data to inform the planning process.
  • Complete a family engagement contract and consultation with parents about the benefits of parent involvement and about the activities in which parents may choose to participate.

Community Partnerships

  • Take an active role in community planning and advocacy to improve the delivery of services to children and families._
  • Establish collaboration within the grantee agency and across agencies.
  • Promote the access of children, and families, as appropriate, to community services that are responsive to their needs (e.g., child care).
  • Assist with services for children with disabilities and their families with community agencies.
  • Encourage volunteers to participate in the Head Start program.
  • Support
the transitions of families in, through, and out of Head Start.

  • Develop a working knowledge of community resources; conduct annual visits with major agencies for service delivery updates and Community Resource Guide updates.
