ABOUT THE Division

General description


The Texas Comptroller's Office is looking for an experience and eager individual leader to join as our Administrative Applications Section's Team Lead within the Information Technology Division.


Work Hours
Work Hours are 8:00 AM to 5:00 PM, 40-hour week, Monday - Friday. Occasionally work additional hours on evenings, weekends, and/or holidays, including working on-call 24 hours a day during a rotation. Hours may change based on business need.


Qualifications

Minimum Qualifications

  • Bachelor's degree.
  • Six (6) years of experience in leading and managing software systems in highly complex IT environment.
  • Three (3) years of experience in leading technical design, development, and support
  • Three (3) years of experience in exercising progressive planning and management approach.
  • Two (2) years of experience in project lead, team lead or supervising staff.
  • Two (2) years of experience with Agile development methodology
  • One (1) year of experience with vendor management and support

Preferred Qualifications

  • Bachelor's degree in Computer Science, Computer Information Systems, or Management Information Systems.
  • Six (6) years of experience in leading software development teams with Microsoft.
NET technology-based platforms.

  • Two (2) years of experience with supervising or managing technical IT staff.
  • Experience with Software Development Life Cycle methodologies, including DevOps.

Substitutions
One (1) additional year of experience in.

Net development work may substitute for (30) thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).


Licenses / Certifications (preferred)
Scrum Developer certification from an accredited organization


In this role you will:


  • Works with Administrative Applications Section Manager to provide leadership and direction to the development team(s), to:_
  • Manage development team(s) to ensure delivery of system features with high levels of engineering rigor.
  • Support and maintain existing systems, enhancements as required.
  • Create and maintain resource plan for the resource capacity according to deliverables.
  • Provide work estimates, manage execution of expected deliverables.
  • Provide periodic updates to management, and escalate issues in a timely manner.
  • Create new processes and procedures to add governance to ensure team adherence.
  • Oversee team members' progress using appropriate tools and metrics, provide feedback and direction, and provide input on team member performance to management for evaluation purposes.
  • Provides strategic influence and exercise control over team resources, budget management and planning, while monitoring end results:_
  • Creates and executes technical roadmap and action plans as set by CPA's goals and objectives.
  • Leads crossfunctional, cross department or cross agency team in executing various corporate projects and/or initiatives (e.g., standards, best practices, lessons learned)
  • Oversees plans,
