    Core Responsibilities:

    As the CBHS System of Care Quality Assurance Manager, you are responsible for planning, organizing, coordinating, developing, and overseeing Children's Behavioral Health Services (CBHS) program operations to ensure consistent implementation of programs and services statewide.

    This position will close out oversight of the final year of our SAMHSA System of Care Grant and will focus on developing and initiating quality assurance activities for the children's behavioral health delivery system statewide.

    This position will oversee the Quality Assurance (QA) team and support the development of QA procedures, on-site review tools, and quality reporting.

    The SOCQA Manager will support broader technical assistance activities for providers of Children's Behavioral Health Services and will coordinate with National Experts to ensure that programming meets fidelity standards, as applicable.

    This position collaborates within DHHS offices, other state Departments, external constituents including providers and community stakeholders to collect and analyze performance data and make system decisions.

    Additionally, this supports the creation and implementation of new behavioral health initiatives and provides oversight of the initiatives. This position is responsible for providing leadership, identifying problems, creating, and implementing solutions, and improving quality of team services.

    This position utilizes services outcomes and quality data to recommend system-wide solutions, and may include drafting new/revised policy, rules, and statutes.

    Responsibilities may also include developing budgets, reviewing, and implementing program and financial plans, submission of annual reports and developing responses to legislative requests.

    This position may be responsible for relevant future grant activities and may initiate Request for Proposals and contracts for identified services, in addition to incorporating best practice initiatives.


    Responsibilities include:

    • Managing closeout of the SAMHSA System of Care grant and related activities.
    • Ensuring the DHHS mission is being fulfilled, as required by statute.
    • Collaborating within DHHS and with relevant parties, including the Office of the Attorney General developing and recommending new and revised statutes, rules, policies, and procedures to improve Children's Behavioral Health Services program effectiveness and operational efficiency.
    • Making programmatic decisions related to budgetary spending, allocations and other related decisions up to and including termination of contracted services.
    • Supervising staff supporting the goals of CBHS and overseeing all aspects of CBHS services

    Minimum Qualifications:
    Four (4) years of progressively responsible experience in social service or mental health/developmental disabilities programs and a Bachelors Degree. At least three (3) years of the required experience must be in a supervisory and/or administrative capacity. Equivalent related work experience may be substituted for education on a year-for-year basis. Preference will be extended to applicants with a current LCSW, LCPC, LMFT license. The background of well-qualified candidates will demonstrate expertise in the following areas:1. Knowledge of CBHS system of care including applicable rules, laws/statutes, regulations, policies, and procedures governing CBHS services2. Ability to use data to drive decision-making and implement decisions resulting in changes to process3. Ability to direct and oversee the work of others as well as supervise subordinate personnel4. Ability to communicate clearly and effectively, both oral and written, to a variety of audiences 5.
