Purpose:

The Director of HCS will be responsible for leading and managing daily operations of the HCS and TXHML programs to achieve positive resident outcomes and business culture goals.

The Director of HCS is also responsible for selecting and supervising the staff to manage a certain program or project, managing the program's budget, and evaluating the success of the programs.

They will oversee and implement program compliance standards as dictated by HHSC's and other State and Federal entities.


Responsibilities:


  • Oversee HCS and TxHmL programs day to day operations.
  • Assist all programs during State Survey to ensure compliance.
  • Oversee ICF and Day Habilitation (Daybreak) program when the ICF Director is out of the office.
  • Involve the HCS billing team in managing HCS billing tasks, such as promptly entering IPC and IDRC into TMHP and getting all staff SDLs.
  • Performed complex, detailed, and specialized tasks to maintain an accurate knowledge of billing guidelines to ensure compliance with HHSC's standards and the Texas Administrative Code.
  • Work with Human Resources regarding employee issues such as, hiring, scheduling, discipline and termination, and attending Texas Workforce Commission unemployment hearings.
  • Provide complex, seniorlevel case management for individuals with IDD who are in our HCS program with HCS CMs.
  • Provide comprehensive case management services, including intake, discharge, and resource referrals or clients with HCS CMs.
  • Manages all HCS 3 or 4bedroom Group homes and hosts home inspections on at least a quarterly basis.
  • Manage ANE allegations calls, reports, incidents/injuries for our HCS clients and corroborate with HHSC/APS/ TDFPS to investigate the incidents.
  • Manage group homes' emergency maintenance issues such as water leaks, broken ACs, replacing fridges, Carbon monoxide leaks, and no power.
  • Provide information to the Central Office Accounting Department and MLF Board as required.
  • Be available at all times and be present for assigned shifts including carrying a cell phone and being flexible in emergency situations (On-Call).
  • Provide HCS On-Call support and supervise when staff need help and support.
  • Participate in professional growth activities, e.g., conferences, seminars and courses in Management Training.
  • Cooperate and communicate well with MLF Executive Director
  • Use time efficiently and delegate responsibility as needed.
  • Set clear priorities and follow through on them. Performs complex, detailed, and specialized tasks to understand HHSC guidelines accurately. This includes auditing client files, attending training, and reviewing billing guidelines to ensure compliance with HHSC's standards and the Texas Administrative Code

Supervisory Duties:

  • Support staff and CMs with client crisis/emergency with 24/7 days
  • Create a positive, safe, and productive work environment for all staff.
  • Supervise and direct personal including: counseling, disciplining, and terminating personnel to maintain and ensure an adequate staff of qualified personnel at all times.
  • Teach and model for staff the philosophy of independent living skills and to ensure that staff learn ways of teaching residents these skills.
  • Enable open communication with staff and to encourage staff to make recommendations regarding any improvements in the quality of residents' lives.
  • Ensure that each resident receives the necessary nursing, medical and psychological services to attain and maintain the highest possible mental and physical functional status.
  • Observe and monitor staff especially during the 90day probationary period.
  • Supervise HCS and TxHmL Case Managers and House Managers.
  • Provide Case manager training for onboarding and ongoing.
  • Assist with ADP timesheet correction every pay period
  • Oversee the billing department to manage billing in TMHP and supervisee the use of EMR
  • Responsibilities are not limited to the above list and may include other duties as deemed necessary by supervisor

Qualifications:


  • Bachelor's Degree in an appropriate discipline
  • Knowledgeable in HHSC regulations
  • Minimum of two years' experience as an Administrator or Assistant Administrator in Residential Care setting
  • Must possess ability to efficiently problemsolve, plan, organize, develop, implement, and interpret programs, goals, objectives, policies, and procedures necessary for providing quality care and maintaining a sound operation
  • Must be able to maintain good staff relations and employee moral
  • Good human relation skills, strong verbal and written communication skills
  • Patience, tact, enthusiasm and positive attitude toward the elderly
