Project Manager IV

  • Brief Job Description:
  • Project Manager IV provides advanced (Senior level) construction project management duties along the full project continuum, "cradle to grave" project management, of renovation projects at the Health and Specialty Care Facilities around the state. Principally, the position will be assigned a series of facilities as a part of team to ensure projects are completed safely, ontime, and under budget.
  • Duties include the project initiation, planning, coordination, and execution of the project of general scope and projects related to repairs and renovations that generate from the Maintenance and Construction Department for the different facilities for the Texas State Supported Living Centers and State Hospitals. The Project Manager IV communicates with the stakeholders, HHSC Management, Facility personnel and other relevant parties on a regular basis. The Project Manager IV directs and supervises the work of design architects and engineers, oversees the construction, and administers the related contracts.
  • Project Manager IV works under the supervision of the Director of Deferred Maintenance Project Management with limited supervision and considerable latitude for the use of initiative and independent judgment

Essential Job Functions:

List in order of importance the essential job functions.

  • Develops project budgets, schedules and work plans and oversees administration of construction contract, including ensuring the project is completed within budget and onschedule. (30%)
  • Develops criteria, manages, and directs services performed by the professional services providers and their development of project bid packages; and assists with the development of construction contracts. (30%)
  • Manages consultant personnel in reviewing codes and departmental regulations to determine if existing architectural and engineering conditions comply with current requirements and determine solutions for compliance. Assist in architectural review of design submittals for best managed design practice, conformance with building codes and technical correctness. (15%)
  • Reviews actual construction, both completed and inprogress, for compliance with plans, designs, codes and relevant regulatory criteria. (10%)
  • Identifies potential project risks and difficulties and develops strategies to mitigate or avoid them. (10%)
  • Develops and coordinates project activities with team members, facility maintenance staff and their leadership with project and facility data management within the facility assessment system used by the agency (5%).
  • Employee actively participates and/or serves in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation to include the testing, training and exercise programs.
  • Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  • List the knowledge, skills, and abilities critical to performance in this position:
  • Knowledge of construction project management theories and practice applicable to highly complex projects; of systems and procedures used to evaluate third party vendor performance; of local, state, and federal laws and regulation relevant to the administration for the project undertaken.
  • Skill in project management monitoring; in addressing changes in scope and budget and monitoring the schedule of the project.
  • Demonstrates ability to manage project activities; establish project goals and objectives; to exercise sound judgement in making critical decisions; to identify project risks and gaps; to understand the construction and different construction procurement methods, to prepare reports and communicate effectively and to plan, and supervise the work of contractors and contracted professionals.
  • Demonstrates ability to manage preparation of and perform quality control reviews of architectural and engineering discipline construction documents
  • Knowledge of regulations and laws related to construction contracts.
  • Strong organizational and communication skills

Registration or Licensure Requirements:


LICENSURE, CERTIFICATION, OR REGISTRATION REQUIRED:

  • List the licensure, certification, or registration required to perform this job:
  • Acquire a Certified Texas Contract Manager license as issued by the State of Texas within 6 months from the date of hire.
  • Certification as a Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Certified Construction Manager (CCM), licensed architect or a professional engineer by the State of Texas is preferred but not required.
