Essential Functions:
  • Under administrative direction of the Chairman of the Board of Appeals, performs specialized legal services work at an advanced level in the specialized area of tax law.
  • Serves as a Tax Law Advisor for the Board of Appeals.
  • Prepares comprehensive hearing and conference recommendations which include issues involved, findings, statements of fact, recommendations to accept, modify or reject offers in compromise, and justifications for settlements and negotiated settlement agreements.
  • Schedules, coordinates, and conducts hearings and conferences with taxpayers and/or their representatives on issues including, but not limited to, abatement of penalty, nonconforming payment plans, offers in compromise, dismissed cases and other forms of equitable relief that the Board may provide.
  • Evaluates facts and evidence presented.
  • Works with various IDOR personnel in the continual updating and managing of both IDOR's and the Board's procedures and network systems.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications:


  • Requires graduation from a recognized law school.
  • Requires the possession of a license to practice law in Illinois.
  • Requires three years professional experience in the practice of law in the area of tax law.

Preferred Qualifications:


  • Three (3) years of experience in analyzing legal documents and instruments and the research of primary and secondary legal source material.
  • Three (3) years of experience conducting and reporting formal and informal hearings.
  • Three (3) years of experience working with diverse writing styles, both legal drafting and general correspondence.
  • Three (3) years professional experience working with various tax types administered by the Illinois Department of Revenue.
  • Advanced proficiency using Microsoft Excel or similar spreadsheet software.
  • Advanced proficiency using Microsoft Word or similar word processing software.
  • Advanced proficiency using GenTax or similar tax processing software.

Conditions of Employment:


  • Requires the ability to successfully complete a tax compliance and fingerprintbased background check.
  • Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
