Position Description:

The position is located in the office of Information Technology (OIT) in Annapolis, MD.


This is full performance professional work in assisting the Chief of Telecommunications in the management and maintenance of infrastructure and equipment to include aspects of planning, consulting, contracting, servicing and billing telecommunications services and equipment.


Work involves participating with and supervising Telecommunications Vendors involved in all aspects of planning, consulting, contracting, maintaining, servicing and billing telecommunications services and equipment.

Work is performed with considerable independence within established policies and procedures.


Examples of Duties and Knowledge, Skills and Abilities:
Assist Chief in the overall management of the Telecommunications Division.


Includes but not limited to:

all aspects of the wired telephone systems, wireless telephone systems, 911 telephone systems, the County's 800 MHz Public Safety radio system, the County's fiber optic network, budgets, and contractual documents such as purchase orders and agreements for service.

Manage the various telecommunications vendors and contractors in the repair, replacement and installation of telecommunications equipment and services. Review new construction plans and specifications to ensure adequate telecommunications facilities.

Manage and maintain the County's inventory of wired telephone systems. Coordinate the purchase of new equipment, and replacement or upgrade of existing equipment.

Assist Telephone Services Manager in the review and update of billing database and the issue of submitting, tracking, and closing of both internal and external work tickets.

Planning and writing bid specifications, evaluation of responses, and making recommendation for bid award.

Follow-up to protect the County's interest and make sure contracts are fully executed and adhered to in accordance with terms and agreements.

Requires considerable skill in communicating effectively, both orally and in writing.

Develop and implement policies and procedures for telecommunications activities.

Develop and implement management tools and PC based databases and programs to more effectively manage and service telecommunications needs.


Minimum Qualifications:


Graduation from an accredited four-year college or university with a specialization in communications, electronics, or a related field; six (6) or more years of experience in radio and telephone communications systems with particular emphasis on computer-assisted systems and participation in the integration of different types of communications facilities and systems or closely related work; and a valid non-commercial Class C motor vehicle operator's license.

The graduation from an accredited four-year college or university with a specialization in communications, electronics, or a related field; may be substituted with four (4) years of experience in radio and telephone communication systems with particular emphasis on computer-assisted systems and participation in the integration of different types of communications facilities and systems or closely related work, for a combined total of ten (10) or more years of experience.

Accredited University or College, is the recognition from an accrediting agency that an institution maintains a certain level of educational standards.

The U.S. Department of Education maintains a database of accrediting agencies it recognizes for schools within the United States.


For a University or College outside the United States, the applicant must provide documentation of accreditation and educational equivalency which can be accomplished through a credential evaluation service.

Applicants with a foreign degree must provide this documentation upon the close of the announcement.


Supplemental Qualifications:

Preference will be given to applicants who possess the following:

  • Graduation from an accredited four-year college or university with a specialization in communications, electronics, or a related field.
  • Six (6) or more years of experience in telephone and radio communications systems with particular emphasis on computerassisted systems
  • Six (6) years of experience in the integration of different types of communications facilities and systems or closely related work.
  • A valid noncommercial Class C motor vehicle operator's license
  • Experience with Cisco Unified Communications Manager (CallManager) to include: configuration, call routing and endpoints (desk phones, softphones and 3rd party SIP).
  • Experience with Cisco Expressway MRA and Cisco Webex Control Hub.
  • Experience in Networking to include: Switching, Routing and Protocols (MGCP, SCCP, SIP and TFTP/SFTP.
  • Experience with all aspects of the wired telephone systems, wireless telephone systems, Motorola Vest 911 telephone systems.
  • Experience with the County's 800 MHz Public Safety radio system, the County's fiber optic netw
